Job description

The Staff Employment and Administration Section (SEA) is dedicated to operational aspects of Human Resources management and services, such as contract management, entitlement administration, social security and pension administration, separation handling and servicing retirees.ย 

The incumbent reports directly to the Chief, SEA who is responsible for assigning tasks, deciding on priorities and facilitating complex technical matters.ย 

Major Duties and Responsibilities
Function 1 (incl. Expected results)

Performsย humanย resourcesย functionsย relatedย toย groupย medical,ย groupย lifeย insurance,ย non-occupationalย riskย insurance, malicious insurance, Global Telehealth (GT), international employee assistance program (IEAP),ย achieving results such as:

  • Assistย staffย membersย andย membersย ofย Delegationsย andย theirย respectiveย eligibleย familyย membersย toย completeย formsย and obtain their Medicare cards.
  • Prepareย correspondenceย andย liaiseย withย Protocolย Quebecย toย obtainย attestations,ย andย withย theย RAMQย Officeย for completion of formalities to obtain Medicare cards and resolve problem cases.
  • Maintainย theย Medicareย database andย filesย andย the follow-upย systemย forย the renewal ofย Medicareย Cardsย andย theย retrieval of expired ones.

  • Maintainย allย changesย inย theย databaseย (includingย newย entries,ย delegations,ย changesย inย classย ofย coverageย orย civilย status, name, duty station, etc.) concerning the ICAO group MBP, Group Life insurance and Non-Occupational Risk Insurance and produce monthly adjustment lists to advise Payroll and Accounts Units as well as the insurance companies of changes.
  • Produceย andย updateย monthlyย listsย ofย staffย membersย whoย are eligibleย toย useย theย servicesย ofย the Global Telehealth (GT) and Internationalย Employee Assistance Program (EAP) and submit to the EAP provider.
  • Replyย toย questions of participantsย (verbalย and written) pertainingย toย theย insuranceย plansย and assist participantsย of the ICAOย groupย MBPย toย resolveย problemsย withย theirย claims.ย Prepare follow-upย listsย toย ascertainย thatย ineligibleย childrenย are removed from the ICAO group MBP and advise the primary participant and the insurance company in writing.
Function 2 (incl. Expected results)

Performs human resources functions related to UN Pension Fund,ย achieving results such as:

  • Briefย staffย membersย atย HQย aboutย theย UNย Pensionย Fund.ย Obtainย allย necessaryย certificatesย (birth,ย marriage,ย divorce,ย etc.) for their enrolment and provide the formsย that need to be completed. Ensure all entitlements are understood. Write on these matters to the new staff in the Regional Offices and follow up on their enrolment.
  • Ensureย allย formsย andย documentationย areย preparedย andย sentย toย theย Pensionย Fundย inย Newย York,ย after certification.
  • Debriefย departingย membersย atย HQย onย theirย pensionย entitlementsย andย providingย theย formsย whichย needย toย beย completed. Write on these matters to staff in the Regional Offices.
  • Ensureย thatย separationย notificationsย andย paymentย instructionsย areย sentย promptlyย toย theย Pensionย Fundย inย soย as to avoid undue delays in the payment of retirement benefits.
  • Calculate pension estimates for withdrawal settlements, deferred benefits, and early or full retirement, and assist in requesting UNJSPF calculations for restoration and validation costs related to prior non-contributory service.
  • Prepareย TWIMCย (Toย Whomย Itย Mayย Concern)ย lettersย uponย requestย forย retireesย withย respectย toย theย durationย andย amount of pension contributions for income tax purposes.
  • Ensure that data on staff members' pension files is current and that changes in personal status are correctly recordedย andย reportedย toย theย UNย Pensionย Fundย andย changesย inย statusย areย correctlyย reflectedย onย insuranceย application cards as requested by staff members.
  • Reviewย Statusย Reportsย andย variousย otherย pensionย formsย forย submissionย toย theย Pensionย Fundย Secretariat.
Function 3 (incl. Expected results)

Provides administrative support to the Section,ย achieving results such as:ย 

  • Assist with the preparation and verification of data concerning pension contributions and insurance matters, i.e. payments of insurance premiums and payroll deductions.
  • Maintain awareness of changes in pension rules and regulations and implement new procedures as they are introduced by the Pension Fund Secretariat, in accordance with instructions from the Secretary General, ICAO Staff Pension Committee.
  • Assist surviving beneficiaries, following theย death of a retiree or staff member, with applicable entitlements.ย Review documentation, correspondence, pension entitlements,ย life insuranceย andย medical insurance benefits, and prepare the documentsย for onwardย submission to the Pension Fund and insurance companies.
  • Assist in drafting correspondence, staff notices, working papers, minutes, reports, presentations, tables, etc. often of confidential or urgent nature, from verbal instructions or handwritten notes. Proofread for completeness grammar, spelling and meaning.
  • Liaise with the nurse of the ICAO Medical Centre to follow up on medical clearances, the status of medical assessments from the ICAO Medical Consultant pertaining to disability or compensation cases.
  • Assist in emergency situations in the absence of the nurse and/or ICAO Medical Consultant.
Function 4 (incl. Expected results)

Provides support on the engagement of seconded staff, achieving results such as:ย 

  • ย Draft and post State Letters, along with corresponding terms of references announcing secondment opportunities.ย 
  • ย Monitor the receipt of nominations regarding State Letters and respond to queries from nominated candidates.ย 
  • ย Summarize nominations received upon the deadline date along with all supporting documents.ย 
  • ย Maintain a tracking system and statistics for state letters issued, nominations received and candidates selected for secondments.

Qualifications and Experience
Education

Essential

Successful completion of secondary level education.ย 

Desirable

Additional training or certification in human resources, business administration, or a related field.ย 

Professional experienceย

  • A minimum of 5 years' administrative experience in human resources or a related field.
  • Knowledge in handling protocol matters and dealing with social security benefits and entitlements.
  • Experience in the application of staff rules and regulations.
  • Understanding of Pension and Medical Benefits Plans.

Conditions of Employment

It should be noted that this post is to be filled on a fixed-term basis for an initial period of three years (first year is probationary for an external candidate).

ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station.
