THIS POSITION IS CONTINGENT UPON BID AWARD
The Project Manager (PM) Base Operations Support Services serves as the Contractor's senior on-site representative and has full authority to act on behalf of the company for all matters relating to contract performance. The PM is responsible for planning, directing, coordinating, and managing all Base Operations Support (BOS) services performed under the contract, including maintenance operations, work management, quality control, subcontractor oversight, customer service, resource management, transition activities, and contract compliance. The PM serves as the primary interface with the Government and ensures all services are executed in accordance with contract requirements, performance standards, and applicable regulations.
Responsibilities
  • Serve as the single point of contact for all contract performance matters and maintain full authority to act on behalf of the Contractor.
  • Direct and oversee all operations associated with facility maintenance, repair, preventive maintenance, project work, and installation support services.
  • Manage daily execution of contract requirements and ensure compliance with all PWS performance standards.
  • Lead contract startup, transition-in, and transition-out activities, including personnel onboarding, property accountability, Government-furnished equipment inventories, and continuity of operations planning.
  • Establish and maintain the Project Management Office (PMO).
  • Oversee development, implementation, and maintenance of the Quality Control Plan (QCP) and associated quality assurance processes.
  • Manage workforce staffing, labor utilization, subcontractors, and organizational performance to ensure mission requirements are met.
  • Ensure timely submission of contract deliverables, reports, corrective action plans, and management documentation.
  • Coordinate closely with the Contracting Officer (KO), Contracting Officer Representative (COR), Alternate COR (ACOR), Directorate of Public Works personnel, and installation stakeholders.
  • Attend post-award conferences, contract review meetings, customer meetings, and performance evaluation sessions.
  • Prepare, review, and distribute meeting minutes and management reports as required.
  • Ensure effective execution of GFEBS business processes, work management procedures, maintenance programs, and project execution activities.
  • Manage customer service, issue resolution, and stakeholder communications to ensure customer satisfaction and mission support.
  • Maintain availability during normal operating hours and serve as the Contractor's central after-hours point of contact for emergency operations.
  • Support emergency response activities, continuity of operations efforts, and installation recovery operations as required.
  • Supervise key personnel and ensure compliance with security, safety, environmental, and operational requirements.
  • Perform other duties as assigned.

Qualifications
  • Bachelor's degree from an accredited college or university.
  • Minimum five (5) years' experience managing Base Operations Support services or contracts of similar scope, complexity, and value.
  • Possess and maintain an active Secret Security Clearance (Tier 3).

Preferred Qualifications
  • Bachelor's degree in Facility Management, Engineering, Construction Management, Business Administration, or related field.
  • Experience managing IMCOM, Army, or DoD BOS contracts.
  • Professional certifications such as Facility Management Professional (FMP), Certified Facility Manager (CFM), Sustainability Facility Professional (SFP), or Facilities Management Certificate.
  • Experience utilizing GFEBS and Army maintenance management systems.

Knowledge, Skills and Abilities
  • Knowledge of Army installation operations and facilities management programs.
  • Possess strong leadership, organizational, and communication skills.
  • Ability to manage multiple operational priorities across geographically dispersed work locations.
  • Knowledge of work management, preventive maintenance, demand maintenance, project execution, and asset management principles.
  • Ability to analyze operational data and implement process improvements.
  • Possess strong customer relations and conflict resolution skills.
  • Ability to prepare executive-level reports, briefings, and presentations.
  • Knowledge of applicable FAR, DFARS, Army regulations, and performance-based contracting principles.
  • Experience managing multi-disciplinary maintenance, facilities, and installation support operations.
  • Experience overseeing workforce management, subcontractor coordination, quality assurance, and Government customer relations.
  • Proficiency with Microsoft Office applications and automated work management systems.
