BUSINESS DEVELOPMENT MANAGER

Federal Facilities, Infrastructure & Program Management
Location: Flexible (Mid-Atlantic / Washington DC Region Preferred)

Butterfly Staffing is partnering with an established federal consulting and program management firm to identify a Business Development Manager to support continued growth across federal agencies and public-sector programs. Our client provides program management, construction management, and advisory services supporting complex federal facility, infrastructure, and environmental initiatives. The organization works closely with federal agencies and public institutions across the United States, helping government clients plan, modernize, and deliver mission-critical projects. This role will focus on identifying strategic growth opportunities, strengthening relationships with federal stakeholders, and supporting capture strategies for facilities, infrastructure, environmental, and installation management programs. The position offers a strong opportunity for a relationship-driven business development professional to help expand the firm's presence across federal agencies and strategic programs throughout the Mid-Atlantic region.

Key Responsibilities

• Identify and cultivate new federal business opportunities aligned with AFG's services in facilities, infrastructure, environmental programs, and installation management
• Develop and maintain relationships with federal agencies, program offices, and industry partners
• Support early-stage opportunity development, including identifying emerging programs and upcoming procurements
• Assist in capture planning, teaming strategies, and market positioning for federal opportunities
• Represent AFG at industry events, conferences, and agency outreach forums
• Work with leadership to expand AFG's presence in priority agencies and programs
• Maintain visibility into federal funding initiatives, infrastructure programs, and mission-driven projects relevant to AFG's capabilities

Qualifications

• 10+ years of experience supporting federal business development, partnerships, or program growth
• Strong relationships within federal agencies, defense organizations, or federal infrastructure programs
• Experience navigating federal procurement environments and government stakeholders
• Ability to identify strategic partnerships and emerging opportunities within complex government ecosystems
• Excellent communication and relationship-building skills

Preferred Experience

• Background in federal infrastructure, environmental programs, installation management, or government consulting
• Experience working with agencies such as DoD, Navy, Army, GSA, or similar federal organizations
• Participation in professional organizations such as SAME or other federal industry groups

Compensation

Salary range: $130,000 – $140,000 plus performance-based bonus and benefits.
