Credence has an immediate need for a Senior Program Analyst - INSCOM in support of the Army INSCOM programs at Ft. Belvoir, VA. INSCOM executes mission command of operational intelligence forces; conducts worldwide multi-discipline and all-source intelligence operations; delivers advanced skills training, linguist support, specialized quick reaction capabilities, and intelligence-related logistics, contracting, and communications in support of Army, Joint, and Coalition commands and the National Intelligence Community. To provide contract support services in the areas of Resource Planning, Resource Programming, Resource Budgeting, Resource Execution, Financial Operations, Travel Administration, Congressional Authorizations and Appropriations, and Resource Oversight support.

Responsibilities include, but are not limited to the duties listed below:

These positions involve providing management and technical support in the areas of Resource Planning, Resource Programming, Resource Budgeting, Resource Execution (PPBE), Congressional Authorizations and Appropriations, and Resource Oversight support in the preparation, review, analysis, coordination and maintenance of documentation and associated databases used in DOD resource management systems. This includes Future-Years Defense Program (FYDP) planning, development of transformational resource support programs, and maintenance of the data management systems that provide resources, fiscal or manning and support for current year funds execution.

  • Support planning and programming activities in alignment with DoD and Army resource management processes.
  • Conduct project and sub-project reviews to assess requirements, funding alignment, and execution status.
  • Develop and validate requirements justifications to support budget submissions and resource decisions.
  • Manage program resource data submissions and maintain accurate financial and program information across applicable systems.

Requirements

Education, Requirements and Qualifications:

  • Must have an active or current Top-Secret security clearance with Sensitive Compartmented Information (TS/SCI) eligibility, verifiable in DISS or Scattered Castle.
  • Bachelor's degree in Finance, Business, Accounting, Management, or a related field preferred.
  • Ten (10) years of DoD financial management experience within the Intelligence Community.
  • Preferred Manpower Programming experience.
  • Knowledge of Army resource management concepts and systems, including Army Program Element (APE), Program Objective Memorandum (POM), Sub Activity Group (SAG), Program Evaluation Group (PEG), Management Decision Package (MDEP), Planning, Program, Budget, and Execution (PPBE), Program Optimization & Budget Execution (Eprobe), and requirements validation.
  • Completed Fiscal Law and Planning, Programming, Budgeting, and Execution (PPBE) courses, or able to complete Fiscal Law and PPBE courses within 120 days of arrival.
  • Experience interfacing effectively with senior military officials, managers, and subordinates.
  • Eligible to work in the United States.
