Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Cyber Military Intelligence Group (CMIG), located in Fort Gordon, Georgia.

Duties
Help
  • Serves as a Human Intelligence (HUMINT) Collector within the HUMINT Operations Cell (HOC), Counterintelligence (CI) and HUMINT Section (S2X), Cyber Military Intelligence Group supporting Service Component Command (ASCC) level.
  • Responsible for operations and mission management of U.S. Army tactical through strategic HUMINT operations and activities within INSCOM/ARCYBER, which affect the equities or jurisdictional interest of all Army Cyberspace Operations.
  • Establishes the validity of new intelligence data by comparing and contrasting information from different sources using appropriate scientific, engineering or technical methods.
  • Uses independent judgment on product content and method of presentation to prepare technically accurate current intelligence articles and briefings on assigned subject area. Prepares input for assigned portions of intelligence studies.
  • Determines that a topic warrants production of an initiative study or briefing, obtains approval for the project and prepares a finished draft.
  • Regularly briefs to provide senior management with status of major analytical projects or assigned intelligence programs.
  • Assists the CMIG S2X and ARCYBER G2X in the development, coordination and presentation of HUMINT requirements for policy and doctrine development to senior ASCC, COCOM, Army G2X, other DoD, and non-DoD agencies.
  • Directly and continuously coordinates or facilitates the exchange of information/intelligence as necessary between ARCYBER, supporting INSCOM units, COCOM, Army G2X, other national agencies, and the Army as a whole.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Temporary duty (TDY) travel may be required 20% or less of the time.
  • Must be willing and able to work flexible schedule, may include weekend and holidays.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain any and all requirements for each Cyber work role.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one (1) year of experience equivalent to at least the GG-12 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as: Conducting Human Intelligence (HUMINT) collection; conducting analytical methods relating to HUMINT; briefing/advising superiors on intelligence positions to be taken based on personal evaluation of information received and/or the research/collection projects; and, coordinating HUMINT and/or cyber intelligence analytical support on cyber related analysis and vulnerability assessments. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12).
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
