This Opportunity
WSP is currently initiating a search for a Senior Vice President to lead our Transportation Innovative Delivery Practice within our Advisory & Planning business line. The right individual can be based at any major city in the United States.
Your Impact
The Transportation Innovative Delivery Practice Leader will develop a robust service area focusing on providing advice on the planning, development, procurement, financing and execution of complex transportation projects through innovative delivery. This practice will focus on the transportation sector including highway, tolling, bridges, transit and rail, but will work collaboratively with practice leaders focusing on other sectors including water, energy and social infrastructure.
The Transportation Innovative Delivery Practice Leader will develop a portfolio of projects and develop a team of subject matter experts who will engage in the following key activities:
  • Guiding project owners through the delivery of capital projects. This includes advising on selection of optimal delivery method to fit the owner's needs, including Public-Private-Partnerships (P3), design-build, progressive design-build, and construction manager/general contractor.
  • Advising project owners on the financing and funding of capital projects, with an emphasis on innovative delivery.
  • Supporting project owners to determine the goals and constraints for the implementation of their projects and preparation to execute a complex project using innovative, collaborative methods.
  • Assisting with the development of procurement strategies and drafting of procurement documents for alternative delivery projects, including, for example, Requests for Information, Requests or Qualifications and Requests for Proposals.
  • Developing a procurement strategy and evaluating the procurement process to engage an entity to design, construct, operate, and maintain a capital asset, including in the drafting of evaluation criteria, selecting proposers, and negotiating agreements to close.
  • Developing risk profiles for projects, which includes drafting risk matrices that identify critical risks, facilitating and attending risk workshops, and evaluating the allocation of identified risks for project delivery.
  • Collaborating in a teaming environment with other members of project teams for the successful planning, procurement and delivery of projects, including interacting with, and providing appropriate technical advice to engineers, investment bankers, financial analysts, legal counsel, and internal-client procurement teams.
  • Developing strategies for change management and alternative delivery project implementation and setting up the process for agencies to implement these strategies over the life of a project.
  • Advising project managers with respect to ongoing project implementation and commercial strategy, including contract administration, program management, interpretation of alternative delivery contracts, and assistance on claims and contract changes.

While the transportation innovative delivery practice has been a core service for the Transaction and Delivery Strategy group, this position is expected to lead the growth of the practice by leading business development strategies and project management within this sector.
Who You Are
Required Qualifications
  • Bachelor's or equivalent degree in relevant field
  • 15+ years' experience direct experience with project contracting and/or alternative project delivery; leadership experience on major infrastructure projects; experience leading a team or service area or managing people is preferred
  • Experience with infrastructure in transportation; experience in another sector (water, power and energy, or social infrastructure) is preferred
  • Knowledge and application of innovative project delivery methods
  • Strong written and oral communication skills
  • Active engagement in relevant industry organizations
  • Authorization to immediately work in the United States

Preferred Qualifications
  • Graduate degree in relevant field (M.S., J.D., M.B.A., Ph. D)
  • Existing client base or ability to develop a book of business

Compensation:
Expected Salary (all locations): $280,000 - $325,000

WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant's sex or other status protected by local, state, and/or federal law.
Expected Salary (Colorado only): $280,000 - $305,0000
