Description:

The Tactical Trainer will support the Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) by training Haitian National Police (HNP) specialized units, including SWAT and UTAG, to enhance their ability to combat gang violence. The Tactical Trainer will provide instruction on advanced urban combat techniques, operational planning, small-unit tactics, and unit coordination, while advising HNP and INL on training requirements and capacity-building initiatives. Through training, train-the-trainer development, and advisory support, the Tactical Trainer will strengthen the operational effectiveness of HNP specialized units and support INL efforts to improve security conditions in Haiti.

Key Responsibilities

  • The Tactical Trainer will train, assist, and advise the HNP directly on small unit tactics to include, but not limited to, marksmanship, mounted and dismounted movement techniques, patrolling, MOUT, and planning.
  • The trainers will conduct both initial and sustainment training for the front-line anti-gang units, particularly SWAT and UTAG, to conduct urban operations.
  • Trainers will assist in structuring in-service training requirements for members of the HNP and increase the institutional capacity of the train-the-trainer program for the unit.
  • The Trainer will also provide training for the management and upkeep of all existing equipment in coordination with HNP logistics and INL Haiti.
  • The trainer will take recommendations regarding SOPs and management controls regarding HNP’s use of force continuum.
  • Trainer will regularly coordinate all activities with INL Haiti, attend regular meetings with INL Haiti and Embassy Offices, and prepare written reports detailing activities undertaken and assessments of challenges and successes relating to the work of HNP.
Requirements:

Minimum Qualifications:

  • SMEs must be employed in the respective lines of work for which they are being considered or being recently retired/separated within the last five (5x years).
  • Excellent verbal and writing skills.
  • Ability to communicate in English (Foreign Service Institute standard level four for writing, reading comprehension, speaking for U.S. citizens and level three for third/host country nationals) foreign languages.
  • Valid U.S. driver’s license and ability to operate a standard transmission vehicle (an International Driving Permit for third/host country nationals).
  • Good health and be able to pass requisite physical, medical, and physiological tests if required for assigned mission/country and be able to sustain a deployment up to nine (9) months). (1x Year, 2x Months On, 1x Month Off)
  • Valid U.S. passport
  • The ability and willingness to train other individuals in their area of expertise.
  • Unblemished background.
  • Possess, at a minimum, an MRPT clearance.
  • Preferred Secret.
  • Ten or more years of work experience specific to military or law enforcement in security situations comparable to Haiti.


Preferred Qualifications:

  • A minimum of 10 years of military experience, preferably in the SOF community.
  • Experience in training management, five years of which must have been at the rank of Sergeant or higher.
  • Firearms Instructor certification and/or experience recommended.
  • This includes all small arms up to crew served machineguns.
  • Willingness and capability to work in a fluid environment, and under challenging circumstances.
  • USSF retiree with experience instructing tactics in underdeveloped countries.
  • French or Creole language skills.
