Job description


OxfordGC is seeking a Principal Program Manager, Informatics, to provide program leadership for enterprise-wide clinical informatics and health IT initiatives in a federal environment. This role demands deep expertise in clinical informatics, large-scale IT program / portfolio management, and strategic transformation within complex, multi-stakeholder organizations. The selected leader will oversee a portfolio of high-impact programs and projects, ensuring superior delivery across cost, schedule, scope, and performance metrics. By aligning clinical, technical, and operational stakeholders, they will drive measurable enhancements in healthcare delivery systems, electronic health record (EHR) modernization, and enterprise IT capabilities ultimately improving patient outcomes and operational efficiency for millions of beneficiaries. Roles and responsibilities include:

  • Lead and oversee a portfolio of clinical informatics and health IT initiatives
  • Serve as primary point of contact to senior government stakeholders
  • Ensure integration across technical, clinical, and operational domains
  • Manage program performance across cost, schedule, scope, and quality
  • Identify and mitigate enterprise-level risks
  • Align program execution with strategic mission objectives
  • Drive adoption of Lean-Agile and SAFe principles across teams
  • Utilize SAFe’s Lean Agile principles and practices to drive value and sustain organizational change and operational excellence through the empowering of high-performing Agile teams

Experience and Qualifications:

  • U.S. Citizenship
  • Master’s degree with 15+ years of experience, or Bachelor’s degree with 20+ years of experience
  • Demonstrated experience managing clinical informatics programs in federal or large healthcare environments
  • Experience as a program manager leading diverse IT projects (large and small) within complex organizations
  • Strong knowledge of full Systems Development Life Cycle (SDLC) management activities
  • Experience with enterprise architecture, network engineering, and IT strategic planning
  • Experience applying SAFe Lean-Agile principles in enterprise settings
  • Proven ability to manage cost, schedule, performance, and risk in accordance with PMBOK project frameworks and PMI principles
  • PMP certification preferred
  • Strong executive presence and exceptional written and verbal communication skills
