Philadelphia Shipyard Expansion Project
Location: Philadelphia, PA (On‑Site)

About the Role:
Infinite Consulting Corp is seeking a highly experienced Lead Safety Manager to support the Philadelphia Shipyard Expansion Project, a complex, high‑risk waterfront and industrial construction initiative. This role will provide on‑site safety leadership for marine, port, and shipyard operations, ensuring regulatory compliance, risk mitigation, and the execution of a proactive, incident‑free safety culture throughout all phases of work.
The ideal candidate brings deep industrial and maritime construction safety experience, a CSP credential, and the ability to lead safety efforts across multiple contractors, trades, and operational interfaces in an active shipyard environment.
Key Responsibilities:
Project Safety Leadership
  • Serve as the Lead Safety Authority for the Philadelphia Shipyard Expansion Project, overseeing all site safety operations and personnel.
  • Establish, implement, and continuously improve the Site Safety Management Plan (SSMP) and project‑specific safety programs.
  • Act as the primary point of contact for safety matters with the Owner, Construction Manager, Contractors, and Regulatory Agencies.
Regulatory Compliance & Risk Management
  • Ensure full compliance with OSHA, maritime safety regulations, U.S. Coast Guard considerations, and applicable federal, state, and local requirements.
  • Lead development and review of HASP, JHA, MOPs, and task‑specific safety plans for high‑risk shipyard activities.
  • Conduct routine and ad‑hoc safety audits, inspections, and field observations in active marine and industrial environments.
  • Identify high‑risk activities related to waterfront operations, heavy lifts, confined spaces, hot work, and vessel interface, and implement effective controls.
Field Execution & Oversight
  • Provide daily site presence to monitor work activities, enforce safety standards, and correct unsafe conditions or behaviors.
  • Lead daily safety coordination meetings, toolbox talks, and pre‑task safety briefings.
  • Oversee incident reporting, root‑cause investigations, corrective actions, and follow‑up documentation.
  • Maintain all safety logs, reports, metrics, and compliance records in accordance with project and regulatory standards.
Team & Stakeholder Coordination
  • Supervise and mentor site safety staff, consultants, and subcontractor safety representatives.
  • Coordinate safety coverage across phases of construction, including escalation periods and high‑risk operations.
  • Build strong working relationships with field leadership, trades, client stakeholders, and regulatory inspectors.
  • Contribute to a collaborative, solutions‑driven safety culture aligned with Infinite Consulting’s values.
Required Qualifications
  • Certified Safety Professional (CSP) – required.
  • Minimum 10+ years of construction/industrial safety experience, including leadership roles.
  • Demonstrated experience on shipyard, port, waterfront, or marine infrastructure projects.
  • Extensive knowledge of industrial construction hazards and safety controls.
  • Strong background in HASP, JHA, SWP, and incident investigation.
  • OSHA 30‑Hour Construction Safety (OSHA 500/510 preferred).
  • Excellent communication skills with the ability to engage field labor, management, and clients effectively.
  • Proven ability to lead safety efforts on large, complex, multi‑contractor projects.
Preferred Qualifications
  • Maritime or shipyard‑specific safety credentials or training.
  • Experience working in active operational facilities (ports, shipyards, terminals).
  • Familiarity with federal infrastructure or public‑sector projects.
  • Background supporting safety compliance during phased construction or expansion projects.
  • Experience interfacing with regulatory agencies and Owner safety teams on major projects.
