Analytic Services, Inc. (ANSER) is seeking a Microelectronics Industrial Base Analyst (Digital Engineering) to support the digital engineering portfolio for the Industrial Base Analysis and Sustainment (IBAS) program within the Office of the Assistant Secretary of War for Industrial Base Policy (IBP). The IBAS program is dedicated to ensuring that the Department of War is positioned to effectively address industrial base issues and supply chain resiliency friction points. In this key role, you will bring both strategic program management expertise and a deep technical understanding of microelectronics architecture and design or cloud architecture and deployment for large scale collaborative projects. Day to Day Responsibilities: * Research and analyze how DoD enterprise digital infrastructures can address strengths, weaknesses, threats and opportunities within the global microelectronics defense industrial base. * Oversee development of hybrid cloud electronic design automation (EDA) and collaboration platforms. * Develop strategy to bridge gaps in domestic microelectronics design, deployment, and sustainment that are critical to DoD programs. * Evaluate technical proposals and acquisition strategies for microelectronics digital engineering solutions, ensuring alignment with DoD priorities. * Monitor programmatic and technical execution across multiple funded projects in microelectronics digital engineering. * Conduct site visits, facilitate strategic communications, and represent IBAS at key meetings and events for microelectronics digital engineering. * Support Industrial Base Analysis and Sustainment (IBAS), Defense Production Act (DPA), or similar DoD initiatives by identifying investment opportunities that improve resiliency and reduce supply chain risk. * Develop strategic assessments, white papers, executive briefings, and acquisition recommendations for senior government leadership. * Analyze policy, budget, and acquisition impacts affecting the defense and commercial space industrial base. * Collaborate with government, industry, national laboratories, and federally funded research and development centers (FFRDCs) to assess critical technology needs. * Support program execution by tracking milestones, risks, schedules, and performance metrics for industrial base investments. * Prepare presentations and briefing materials for senior leaders, congressional engagements, and industry conferences. Required Qualifications: * Must possess an active SECRET security clearance with the ability to obtain and maintain a TOP SECRET clearance. * Bachelor's degree in engineering, computer science, or other related technical discipline. * 5+ years of relevant experience in microelectronics architecture (e.g., ASIC/FPGA design flows, SoC/ chiplet integration, and hardware emulation) and/or cloud architecture and deployment (e.g., hybrid cloud networking, containerized toolchains, and multi-stakeholder license management in virtualized environments). * Hands-on familiarity with EDA tools and associated license models OR direct experience with cloud infrastructure for rigorous (e.g., HPC or EDA) workloads. * Exceptional analytical and communication skills, with the ability to distill complex industrial base issues into clear, concise written reports and oral presentations for senior leadership. * A proven ability to work effectively within a high-tempo, team-oriented environment, contributing to collaborative problem-solving while maintaining a high degree of professional poise. * Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint). Preferred Qualifications: * Experience operating within the Office of the Secretary of War (OSW) or a similar senior, strategic-level staff environment. * Experience navigating the DoW acquisition lifecycle and the Planning, Programming, Budgeting, and Execution (PPBE) process to identify and mitigate industrial base risks. * Experience effectively briefing, interacting with, and providing counsel to senior military leaders, including Flag and General Officers. * Expertise in applying sound scientific, program analysis, and systems engineering concepts and methodologies to solve complex advanced manufacturing technical and programmatic challenges. * Experience with Industrial Base Analysis and Sustainment (IBAS), the Defense Production Act (DPA), or OSW Industrial Base Policy offices. * Extensive knowledge of microelectronics design, deployment, and sustainment for the DoD. * Experience with cloud infrastructure design, deployment, and management for engineering and simulation workloads. * Background in microelectronics technology development or monitoring DoD investments in this domain. * Experience leading cross-functional, multi-organization teams in a government or defense context. * Professional certification as a Project Management Professional (PMP), Certified Systems Engineering Professional (CSEP) or a recognized equivalent.
