Position Summary:Under direct supervision the Director of the Woodfords Indian Education Center (WIEC) is responsible for administering all operations of the WIEC and its component programs and coordinating all educational resources provided to Native American/Alaska Native (NA/AN) K-12th grade students, parents, community members, teachers, counselors, principals, District Superintendents, and other school district staff. The WIEC Director is responsible for writing, preparing and submitting the American Indian Education Center (AIEC) Program grant application and the Continuing AIEC Program grant application each year accordingly; and creating, implementing, revising, and submitting AIEC WIEC budget for approval to the California Department of Education American Indian Education Office; in addition, writing, preparing, revising, and submitting the Institute of Museum and Library Services Native American Library Service Basic Grant and Enhancement Grant, when applicable. Responsible for meeting all required California Department of Education American Indian Education Office deadlines; required to attend all AIEC Director meetings and the annual California Conference on American Indian Education; submitting Mid-Year Program and End of the Year Program Activity reports, and WIEC Inventory forms, as well as ensuring all First, Second, Third, and Final Quarter Expenditure Reports are submitted by the Washoe Tribeโs Accounting Office by AIEC Program deadlines. Oversees the implementation and completion of the annual California Healthy Kids Survey. Supervises center staff, approves budgeted expenditures, prepares outside funding proposals, and reports to and at all Woodfords Washoe Community Council Meetings and Washoe Tribe Managerโs Meetings. The WIEC Director must adhere to 60% Direct Service and 40% Administrative schedule and documentation required by the California Department of Educationโs American Indian Education Office. Maintains confidentiality of all privileged information.
Essential Duties & Responsibilities:
ยท Oversees and implements educational and cultural programming at the WIEC for the benefit of NA/AN K-12th grade students who reside in the Hung-A-Lel-Ti Community and in Alpine County, California.
ยท Oversees, writes, implements, revises, and submits the WIEC Libraryโs Institute of Museum and Library Services (IMLS) Native American Library Services Basic Grant and IMLS Native American Library Services Enhancement Grant, when applicable.
ยท Responsible for coordination of resources in collaboration with Alpine County Schools, Lake Tahoe Unified School District, and Douglas County School District staff and administration to ensure NA/AN student success within the K-12th grade academic school environment.
ยท Responsible for the oversight of WIEC staff in providing assistance to NA/AN high school students in preparation towards graduation, identifying educational resource need, and providing information and advising for college preparation, college entrance, and vocational training/employment.
ยท Distributes information and attends meetings between administrators, teachers, tutors, counselors, and parents regarding NA/AN studentsโ progress in the public school system.
ยท Assists in and or develops culturally responsive curriculum for NA/AN students.
ยท Responsible for the development and implementation of the WIEC Summer Enrichment Program and other WIEC academic programs.
ยท Responsible for the creation, coordination, and implementation of the annual Back to School Night & Dinner and the annual End of the Year Student Recognition Night & Dinner, Graduation Dinner, and Quarterly Student Good Grade Incentive Program.
ยท Maintains monthly schedule of staff/organizational/tribal/AIEC/school district meetings and communicates opportunities to WIEC staff to ensure appropriate staff development.
ยท Tracks student progress, collects and analyzes student and trending data, generates AIEC/WIEC/tribal reports, and evaluates progress.
ยท Implements programmatic changes as necessary to provide for the academic enrichment of NA/AN students.
ยท Participates in and conducts trainings for students, communities, parents, and schools to develop communication and understanding of academic and school requirements.
ยท Provides information to WIEC staff for increasing the number of students successfully completing core (and Common core) academic subjects, preparation for taking college entrance exams, such as PSAT, SAT, and ACT.
ยท Collaborates with Washoe Tribal departments to secure programmatic implementation benefitting students academically while promoting social, emotional, physical, mental, and cultural development.
ยท Oversees and annually updates NA/AN WIEC student list.
ยท Obtains WIEC enrollment and Academic Authorization forms annually for the academic advisement of K-12th grade NA/AN Students residing in Alpine County, California.
ยท Schedules and coordinates events with local colleges and universities to provide increased opportunities in higher education for 9th-12th grade 9-12th grade NA/AN students.
ยท Oversees management and distribution of Woodfords Community Council Higher Education Scholarship applications and presenting completed applications to the Woodfords Community Council as necessary.
ยท Oversees management and distribution of monthly WIEC newsletter.
ยท Creates, prepares, reviews, and revises AIEC WIEC budget and submits forms to the California Department of Educationโs American Indian Education Center Program Grant Office; adheres to AIEC WIEC budget revisions, fiscal, and programmatic reporting requirements set forth in 5 CCR, sections 11996.7 and 11996.8.
ยท Improves WIEC staff effectiveness by advising, empowering, mentoring, counseling, training, and recommending strategies and tools to implement better/improved educational services to K-12th grade NA/AN students.
ยท Recommends disciplinary action for WIEC staff.
ยท Implements yearly California Healthy Kids Survey (CHKS) or other surveys requested from the California Department of Educationโs American Indian Education Center Program.
ยท Represents WIEC and communicates with Tribal and Community Council and other entities as needed.
ยท Assists the WIEC tutors and Tutor Coordinator with high school, junior high and elementary after school tutoring activities for WIEC participants and engages with students on a daily basis.
ยท Assists with After-School Nutritional Snack preparation and distribution.
ยท Makes referrals to social services or child welfare caseworker of children considered to be at high risk due to an unsatisfactory home life or poor educational performance as a result of a serious problem.
ยท Responsible for the completion of employee performance evaluations, for those employees assigned under direct supervision.
ยท Assists with cultural and leadership activities.
ยท Supervises maintenance and use of WIEC computer lab, vehicles, facility and library.
ยท Performs other duties as assigned.
Requirements:Minimum Qualifications:
ยท Bachelorโs Degree in education, counseling or directly related field and two years of experience as a classroom certified teacher or instructor, or as a counselor of students or similar individuals; or a combination of education and experience. A Masterโs Degree is preferred.
ยท Must be able to be insurable by the Tribeโs Driving Policy.
ยท Must be able to successfully pass a pre-employment drug/alcohol screen and background investigation.
ยท Preference will be given to Qualified Native American Indians.
