Position Description: The Senior Database Administrator provides enterprise-level database administration, optimization, and data management support for Joint Pathology Center (JPC) information systems.
Minimum/General Experience: 10 years of database administration experience
Minimum Education: Bachelors Degree in information technology, computer science, cybersecurity, engineering, or related field; Active certification meeting Cyber IT/Cybersecurity Workforce (CSWF)/Information Assurance Technician (IAT) Level II requirements (e.g., Security+ CE, CySA+, CND, GSEC, GICSP, SSCP) or a certification for DCWF 421 - Database Administrator (e.g., Security+, Cloud+, SSCP, GSEC, SecurityX/CASP+, CISSP, CISSP-ISSAP, CISSP-ISSEP, CISA, or CCNP Security)
Essential Skills/Qualifications:
  • Excellent experience with installation, maintenance, and administration of Oracle, Microsoft SQL Server, PostgreSQL, MySQL, and NoSQL platforms
  • Excellent experience performing database performance tuning, monitoring, and optimization activities
  • Excellent experience implementing database security, backup, recovery, disaster recovery, and high availability solutions
  • Excellent experience leading database modernization, migration, and infrastructure initiatives
  • Excellent experience supporting cloud-based and hybrid database environments (e.g., Amazon Relational Database, Azure SQL Database, or equivalent DoD-approved cloud offerings)

  • Operates independently with minimal oversight and coordinate closely with system administrators, application teams, cybersecurity personnel, and mission stakeholders to ensure database services are secure, reliable, compliant, and aligned with operational requirements
  • Installs, configures, manages, and maintains enterprise database management systems (DBMS), including but not limited to Oracle, Microsoft SQL Server, PostgreSQL, MySQL, and NoSQL platforms
  • Ensures continuous availability, reliability, and performance of production, development, and test database environments
  • Performs routine maintenance activities, including upgrades, patching, configuration changes, and capacity planning
  • Designs, reviews, and optimizes database schemas, indexing strategies, and data models to improve performance and scalability
  • Leads database normalization, refactoring, and legacy system modernization initiatives
  • Plans and executes database migrations, including on-premises to cloud-based database platforms, with minimal service disruption
  • Implements and maintains database security controls, including role-based access, encryption, auditing, and compliance with applicable cybersecurity requirements
  • Develops, tests, and maintains database backup, recovery, and disaster recovery strategies to ensure data integrity and continuity of operations
  • Supports high availability and fault-tolerant database architectures as required
  • Designs, develops, and supports business intelligence (BI) solutions, including reports, dashboards, and data visualizations using approved BI tools
  • Supports ETL processes, data warehousing solutions, and data integration efforts to enable analytics and decision support
  • Collaborates with stakeholders to translate business requirements into actionable data products
  • Develops and maintains scripts and automation solutions using SQL, Python, PowerShell, or equivalent tools to streamline database administration tasks
  • Implements monitoring solutions to proactively identify performance bottlenecks, capacity constraints, and availability risks
  • Analyzes complex database issues and recommend corrective actions and long-term improvements
  • Administers and supports cloud-based database services, including platforms such as Amazon RDS, Azure SQL Database, or equivalent DoD-approved cloud offerings
  • Applies cloud architecture best practices to database deployments, including scalability, security, and cost optimization
  • Supports hybrid database environments spanning on-premises and cloud infrastructures
  • Leads database-related projects, including planning, execution, risk management, and coordination with technical and non-technical stakeholders
  • Provides expert guidance to system administrators and application teams on database best practices

Compensation & Benefits: The annual projected pay range for this position is (124,164 - 137,444) with consideration being given to various factors including but not limited to qualifications, experience, job responsibilities, and geographic location.
