Job Description
General Functions :
Supervises directly and through subordinate supervisors the work of employees in one or more teams, groups or crews engaged in the application of a variety of skills and technical expertise. Projects are detailed and complex. General supervision is received from a higher graded superior and work is evaluated through conferences, reports and results achieved.
Representative Duties/Assignments :
¿ Plans, schedules, assigns, coordinates and supervises the work of employees engaged in infrastructure maintenance activities related to roadway systems.
¿ Work may involve administrative duties as well as construction, maintenance and / or repair functions using complex, technical or heavy equipment and other resources.
¿ Coordinates with other supervisors in the department, County contractors and consultants, or other County departments or other agencies as necessary. Communicates with various County agencies and Utility Companies to address utility conflicts for successful project execution.
¿ Confers with subordinate supervisors; inspects work in progress and when completed. Directs modifications as necessary.
¿ Prepares cost estimates on new job assignments, reports and maintains records.
¿ Reviews for occupational hazards and safety precautions applicable to the assigned work.
¿ Performs data entry of roadway projects in county's database.
¿ Independently investigates and responds to citizen's inquiries regarding paving operations.
¿ Manages supplies, equipment, and manpower to ensure timely completion of projects.
¿ Performs daily site visits to monitor in-house crews¿ activities and work progress. Evaluates the in-house crews¿ performance to assess and make recommendations to meet production requirements.
¿ Manages in-house personnel items (payroll, overtime, corrective actions, training, performance evaluations) and other resources as assigned.
¿ Utilizes innovative concepts to manage resources and increase production.
¿ Participates in the division's emergency preparedness, response, and recovery efforts for adverse weather situations.
¿ Performs other related duties as required.
Minimum Qualifications
Graduation from high school or equivalent and five years of experience in paving, construction, and maintenance of roadway systems, to include one year in a supervisory capacity; or an equivalent combination of education, training, or experience.
May be required to possess and maintain the appropriate valid Commercial Driver's License for the type of equipment operated or Florida Driver's License based on area of assignment.
Preferences
¿ Working knowledge of Microsoft Office Suite (WORD, EXCEL, POWERPOINT, OUTLOOK, etc.), database management
¿ Experience in pavement rehabilitation methods, such as hot-mix asphalt resurfacing, mill and overlay, cold-in-place base recycling, hot-in-place asphalt recycling, base repairs, shoulder repairs.
¿ Experience in pavement management systems.
¿ Ability to effectively communicate both orally and in writing.
