Job description

JOB OVERVIEW:
The Capital Project Manager (CPM) will lead and facilitate the planning, coordination, and execution of key improvement initiatives, including facility improvements and expansion, security system improvements and expansion and integration of manufacturing equipment.  The CPM will work collaboratively with key functional stakeholders, including Safety/Security, Environmental, Engineering, Operations, Supply Chain, and Quality, ensuring projects are delivered on time, on budget, and in full compliance with all applicable industry and customer standards.  This role will be essential to effectively manage the annual site spending budget.

KEY RESPONSIBILITIES:
• Responsible for management and control of the annual capital spending budget 
• Facilitate and lead capital investment projects from planning through execution and sustainment by leveraging the company infrastructure and equipment design and procurement process
• Lead larger scale capital investment projects.  Manage and lead project team meetings (including outside contract support) through all phases of the project, ensuring work is completed to the planned schedule and withing planned budget
• Ensures that all needed personal resources are available to support approved projects
• Develop, maintain, and administer project documentation, including the necessary approvals where relevant, so that an accurate record exists for review and regulatory purposes 
• Work with other site functional departments in sustaining ongoing capital investment needs (capital request funnel) to support company business growth and strategic initiatives.  Facilitate prioritization of the company capital investment needs against the approved annual capital budget each year.
• Develop and maintain integrated master schedules, budget /spending progress and project risk registers for all capital investment projects.  Incorporate input from appropriate team members, consultants and industry partners.
• Work closely with internal teams and external partners to ensure that the design and functional requirements needed are met or exceeded
• Ensure all project teams properly oversee and facilitate vendor/contractor deliverables for all projects
• Implement project tracking mechanisms, including budgets and schedules, to be able to provide timely and concise updates on project progress to site and corporate leadership and key stakeholders capturing key decisions, developing assumptions, identifying, and managing all risks and dependencies to safeguard delivery
• Ensure all projects comply with industry, governmental and customer standards. 
• Interface with City agencies and regulators to move projects forward 
• Other duties and onsite fieldwork as assigned

COOPERATION
This role requires collaboration across internal teams and with external stakeholders. 
LEVEL OF DECISION MAKING
This position requires daily autonomous decision-making capabilities when working with both internal and external customers.  Works under consultative direction toward predetermined long-range goals and objectives. Determines and pursues courses of action necessary to obtain desired results. Work is checked through consultation and agreement with others rather than by formal review of superior.
SKILLS & QUALIFICATIONS:
• Bachelor’s degree in engineering, Program Management, Architecture or related field.
• 3 – 7 years’ experience in complex manufacturing or operations program management role
• Demonstrated success in delivering medium-to-large scale capital projects; facility upgrades/expansions and manufacturing equipment deployments.  
• General knowledge of other related disciplines including engineering, supply chain, business development, quality, and manufacturing.
• Ability to obtain ATF approval to work with our products.
COMPETENCIES:
• Expertise in project planning tools; MS Project or equivalent
• Ability to manage and influence resources across organizational boundaries, regardless of reporting structure 
• Demonstrated ability to work and communicate effectively with outside contractors, regulatory agencies (city, state, federal) community stakeholders, and infrastructure providers.
• Strong analytical and problem-solving capabilities with a bias for action.
• Detailed oriented with strong organizational skills
• Ability to effectively present information, written or verbal, and respond to questions in one-on-one and group situations.
• Ability to write reports, business correspondence, and procedure manuals. 
• Ability to interpret an extensive variety of technical and contractual documents in various forms, removing ambiguity to keep progress moving forward. 
• Must be skilled in the use of standard MS Office products, including MS Project.
• Interact with senior external personnel on significant technical matters often requiring coordination between organizations.
• Ability to work in fast-paced environments.
