Job description

Remote Position - Remote resources must be located within the contingent United States and must remain within the contingent United States for all work while in this role. Candidates must be able to work on the client's Eastern Time Zone business hours.
2 - Position will have a 37.5-hour work week, NOT a 40-hour work week.
3 - Exceptional communication skills are required as this person will have heavy interaction with technical and non-technical stakeholders, team members, state, and vendor team members of all levels. 
4 - Any education, degrees, and certifications listed on the resume MUST contain a valid degree/certification detail, INCLUDING the date the certification/degree was acquired, or candidates will not be considered.

POSITION OVERVIEW:  This Project Manager will serve as the coordinator and director for large‑scale, agency‑wide initiatives, with a specific focus on the transition to a new Special Education Student Information System. In this role, the PM is the primary point of contact for project direction, issue resolution, and ongoing coordination among internal teams, external vendors, and the Bureau of Special Education within the state education agency.

The PM is responsible for ensuring that all project activities, system features, and implementation decisions align with federal and state special education requirements, including compliance with IDEA and related state regulations. This position requires ongoing engagement with the selected vendor to guide system design, configuration, testing, and implementation, ensuring the final product meets the operational, reporting, and compliance needs of the state.
The PM will collaborate closely with subject matter experts, technical specialists, and agency leadership while also managing or supporting team members assigned to project tasks. As part of the statewide rollout, the PM will lead planning and execution for implementation across school districts, including coordinating training, supporting user adoption, and ensuring a smooth transition from legacy systems.
Skills and TechnologiesAgile (Scrum, Kanban) for iterative development with vendor; Waterfall or Hybrid Agile; change management frameworks; ITIL or similar service-management practices for post go live operations; Risk Management and quality assurance methodologies; student information system experience; Azure or other cloud platforms; data integration tools (ETL platforms, APIs) to connect SIS with state systems; data validation and reporting tools; SQL Server, oracle or Postgres; Identity and access management technologies; project management tools such as JIRA, Confluence, Azure DevOps, MS Project.
