Project Manager - HCM Implementation

Location: Honolulu, HI (Hybrid)

Position Type: Multi-Year W2 Contract


Overview

TEKsystems is partnering with a public sector client in Hawai‘i on a large-scale Human Capital Management (HCM) transformation initiative. We are seeking a Senior Project Manager to lead a complex, high-impact implementation from strategy through deployment. This individual will be responsible for end-to-end delivery, including procurement support, vendor coordination, and execution of a multi-year HCM system implementation. The ideal candidate brings a mix of business leadership, technical fluency, and public sector experience.


Key Responsibilities

  • Lead the full lifecycle HCM implementation, from planning and procurement through deployment and stabilization
  • Develop and manage project plans, timelines, budgets, and resource allocation
  • Oversee RFP processes and vendor selection, ensuring alignment with business and technical requirements
  • Manage relationships with external vendors and system integrators, ensuring accountability and delivery
  • Facilitate executive-level meetings, driving decisions and communicating risks, progress, and milestones
  • Identify and mitigate project risks, issues, and dependencies in a complex stakeholder environment
  • Ensure alignment with organizational goals, compliance requirements, and public sector standards
  • Coordinate across business units, IT teams, and leadership to drive successful implementation
  • Lead efforts in change management, stakeholder communication, and adoption strategy

Required Qualifications

  • 10+ years of Project Management experience, including large-scale system implementations
  • Strong experience leading HCM system implementations (Workday, Oracle HCM, PeopleSoft, etc.)
  • Proven track record managing complex, multi-stakeholder projects in a structured environment
  • Experience overseeing procurement processes (RFPs, vendor selection, contract negotiation)
  • Background in government, public sector, or K-12 education environments preferred
  • Strong understanding of systems integration and technical delivery (non-hands-on)
  • Exceptional communication skills with ability to engage executive stakeholders
  • Experience working in or with organizations in Hawai‘i is a plus

Preferred Qualifications

  • PMP or equivalent certification
  • Experience leading multi-year transformation initiatives
  • Familiarity with change management frameworks and adoption strategies

Pay and Benefits

The pay range for this position is $60.00 - $70.00/hr.
