Job description

ICON is seeking a Director of Construction for Military Construction (MILCON) Projects. This is a senior leadership role with full ownership of all MILCON construction projects. This includes program performance, from pre-construction strategy through project closeout, across multiple concurrent projects serving a variety of Department of War customers and government agencies nationwide.
The ideal candidate is a deeply experienced, highly autonomous construction leader who brings command-level judgment, strategic clarity, and hands-on technical leadership to a complex, fast-moving federal construction program. This person does not require direction on tactics or strategy - they set it. They thrive in ambiguous, high-stakes environments, hold themselves and their teams to the highest standards of performance and compliance, and have a demonstrated track record of delivering demanding federal construction programs on time, on budget, and in full conformance with government contract requirements. The ability to operate with a high degree of independence while maintaining full accountability for outcomes is essential.
ICON is redefining how military and federal facilities are designed and built. As a vertically integrated Design-Build organization, ICON serves as both designer and general contractor - delivering all scopes from site development through finish-out - and integrates our proprietary 3D printing construction technology alongside traditional trades and systems. The Director of Construction, MILCON will serve as ICON's senior construction authority for all DoD engagements, interfacing directly with government representatives, contracting officers, and project stakeholders while building and leading a high-performing national construction team.
RESPONSIBILITIES:
Program Leadership & Strategic Oversight
  • Own construction program performance across ICON's full national MILCON portfolio - accountable for schedule, budget, quality, safety, and compliance on all active and upcoming projects
  • Set strategic direction for MILCON construction operations, including resource deployment, risk management, and operational standards
  • Serve as ICON's senior construction authority in all dealings with DoD contracting authorities, including USACE and NAVFAC contracting officers, CORs, and government program managers
  • Proactively identify and resolve program-level risks to maintain project performance
  • Provide executive-level project performance reporting to ICON leadership with clarity, precision, and actionable insight

Team Leadership & Development
  • Build, lead, and develop a national team of Senior Construction Managers, Superintendents, Purchasing Agents, and Quality Control Managers (QCM)
  • Establish clear performance expectations, accountability structures, and operating workflows across the team
  • Develop staffing forecasts aligned to the MILCON project pipeline; manage hiring, onboarding, and resource allocation to ensure project coverage across all regions
  • Mentor and develop direct reports, fostering a culture of ownership, technical excellence, and continuous improvement
  • Manage team overhead relative to project COGS targets; ensure staffing is right-sized to support active and upcoming work

Pre-Construction & Technical Leadership
  • Lead constructability reviews from schematic design through construction documents, providing input to design and estimating teams on means, methods, cost, and schedule
  • Own the development of construction master schedules and integrated site logistics strategies
  • Partner with ICON's Estimating team and Project Managers to ensure RFP packages, scope definitions, and buyout strategies align with project requirements, federal compliance obligations, and ICON's standards
  • Provide guidance on construction sequencing, phasing, and site logistics aligned with project requirements and ICON's integrated delivery model

Project Execution & Performance
  • Hold ultimate accountability for on-time, on-budget delivery across the MILCON portfolio; drive corrective action decisively when performance deviates
  • Oversee implementation of QA/QC programs in full compliance with UFC, UFGS, USACE/NAVFAC quality control requirements, and project-specific QC plans
  • Drive safety program development and enforcement across all MILCON project sites in compliance with EM 385-1-1 and contract requirements
  • Resolve complex field issues, contract disputes, and government-directed changes with sound judgment and minimal escalation
  • Oversee the RFP and subcontracting process for MILCON projects, ensuring trade partner selection aligns with federal compliance requirements and project demands

Government Compliance & Risk Management
  • Ensure all construction operations are fully compliant with FAR, DFARS, UFC, UFGS, EM 385-1-1, and all applicable DoD standards and project-specific requirements
  • Oversee security protocols, personnel clearance requirements, and site access control across MILCON project sites
  • Lead or support preparation of Time Impact Analyses (TIAs), Requests for Equitable Adjustment (REAs), and other contract modification submissions as required
  • Develop and maintain program-level risk registers; drive proactive identification and mitigation of schedule, cost, and compliance risks
  • Ensure Construction Manager teams maintain complete, accurate, and audit-ready documentation in accordance with government contract requirements

MINIMUM QUALIFICATIONS:
  • 15+ years construction management experience, with substantial leadership responsibility on federal or military construction programs
  • 8+ years of direct experience managing MILCON or other federal construction projects as a prime or major subcontractor, with demonstrated responsibility for full project delivery
  • Proven experience leading and developing multi-person teams of construction managers and superintendents across multiple concurrent projects
  • Deep working knowledge of FAR, DFARS, UFC, UFGS, EM 385-1-1, and USACE/NAVFAC project delivery standards and contracting requirements
  • Demonstrated ability to operate with a high degree of autonomy - setting strategy, making sound tactical decisions, and driving outcomes independently across a complex, multi-project program
  • Proven track record of delivering federal construction projects on time, within budget, and in full compliance with government contract requirements
  • Strong leadership presence with the ability to represent ICON credibly at the highest levels of government customer engagement
  • Willingness and ability to travel extensively to project sites across the United States
  • Bachelor's degree in construction management, Civil Engineering, Architecture, or a related field

PREFERRED SKILLS AND EXPERIENCE:
  • Experience building and scaling a national or multi-region construction operations team within a Design-Build or self-performing GC environment
  • Direct experience on USACE- or NAVFAC-administered MILCON programs, including design-build or design-bid-build delivery at the prime contractor level
  • Active Secret security clearance, or eligibility and willingness to obtain one
  • Background integrating innovative construction technologies or non-traditional building systems - such as modular, prefabricated, or advanced materials - into federal project delivery
  • Professional certifications: PMP, CCM (Certified Construction Manager), PE, RA, or DAWIA/FAC-C (Construction) credentials
  • Prior experience as a senior construction leader within a vertically integrated Design-Build organization
