Job description

BB&E is an employee-owned full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

Position Summary

BB&E is currently seeking a dynamic and detail-oriented Construction Surveillance Technician to support three MILCON projects at Joint Base Langley Eustis, Newport News, VA.

Job Duties & Responsibilities

  • Provide support services to include: job site assistance with maintaining the security of the construction site, validating personnel access, documenting construction progress for secure areas in accordance with Intelligence Community Directive (ICD) 705 requirements, and identifying/reporting security issues and concerns
  • Implement screening and inspection procedures and monitor construction and personnel; routinely monitor and coordinate with the User's site security monitor to ensure secure spaces are being adequately cleared and secured prior to departing for the day
  • Draft, maintain, and electronically file daily construction site surveillance activity reports and photographs that document construction is in compliance with ICD 705 requirements for future use during the security accreditation process
  • Generate monthly status reports that highlight activities, accomplishments, concerns, and key findings that occurred during each reporting period
  • Periodically monitor the effectiveness of the User's site security monitor's procedures to screen and document authorized people, materials, and equipment entering/exiting the construction sites; immediately report security related anomalies, incidents, issues, and concerns directly to the Site Security Manager (SSM)
  • Periodically monitor the secure storage area (SSA) and the material contained within it to ensure that the Construction Contractor and the Air Force's Construction Agent, USACE Norfolk District, are complying with ICD 705 security and material storage requirements; immediately report security related anomalies, incidents, issues, and concerns directly to the SSM
  • Monitor and observe construction workers as they accomplish their various construction tasks, immediately report security related anomalies, incidents, issues, and concerns directly to the SSM
  • Review all construction activities to ensure the facility has been constructed in accordance with the project specific design / blueprints, ICD-705 Security Accreditation Requirements, DoD Physical Security Requirements, and Anti-Terrorism/Force Protection (ATFP) considerations
  • Perform assessments of the architectural layout, structural design, and the mechanical, electrical, and plumbing (MEP) systems to ensure compliance with project plans and to identify deviations
  • Write detailed reports and complete the analyses of issues, findings, and security situations which require staff action, and maintain daily activity logs
  • Demonstrate flexibility regarding work schedules and locations, and respond quickly to time sensitive and urgent requirements

Requirements

Key Qualifications
  • US Citizenship and US Secret Security Clearance is required
  • Knowledge: Proficient knowledge of Intelligence Community Directive (ICD) 705 requirements; working knowledge of building and construction crafts
  • Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences
  • Software: Proficiency using photography, computers, and MS Office Products such as Word, Excel and Outlook
  • Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously
Experience & Education

* Experience: Minimum of 3 years' experience required in at least one of the following areas of expertise: Construction Security Surveillance, Technical Surveillance Countermeasures, Industrial or Government security involving counterintelligence, construction quality assurance, or hands on supervisory construction experience; security experience related to Special Access Program Facility (SAPF) or SCIF construction, previous experience with DoD/MILCON construction projects, preferred.

* Education: Minimum of a High School diploma or equivalent is required; completed OSHA 10-Hr Safety Course and a government approved Construction Surveillance Technician and ICD 705 training course, preferred

Physical Requirements: To successfully perform the essential duties of this position, an individual must be able to perform the following:

  • Must be able to stand, walk, bend, stoop, crouch, crawl, navigate across uneven ground that is common at construction sites and climb for extended periods as well as when traveling to and from job sites
  • Must be able to lift, carry, push, and pull materials and equipment weighing up to 50 pounds regularly

* Must be able to work both indoor/outdoor (with exposure to the elements)

  • Must be able to work in confined spaces and under varying environmental conditions, including heat, cold, humidity, rain, wind, dust, and noise
  • Must be able to wear and use required personal protective equipment (PPE) such as hard hats, safety glasses, gloves, hearing protection, steel-toed boots, fall protection safety vests and high-visibility reflective safety vests
  • Must have sufficient visual and auditory acuity to perform tasks safely and effectively, including reading instruments, recognizing hazards, and communicating on active construction sites
  • Must be able to drive company or personal vehicles to and from field locations, sometimes multiple times per day, and may be required to work variable shifts depending on project needs

Work Environment:

  • Primarily operates in an outdoor environment where various weather conditions could be encountered, depending on the location and season.
  • May encounter extreme temperatures, airborne particles, fumes, chemicals, or loud noise.
  • Worksites might contain high-voltage equipment, exposed wires, and other electrical hazards that will require strict adherence to safety protocols.
