Site Security Manager
Job Description
Cape Fox Facilities Services (CFFS) is seeking an experienced Site Security Manager to join our team.
Responsibilities include:
  • Draft Construction Security Plans in accordance with DOD 5105.21 and ICD 705
  • Outline Threats and Risk Mitigation Strategies
  • Implement construction security plans as directed by COR
  • Participate in meetings in-progress reviews, working groups, and design meetings
  • Perform design reviews of project plans through each phase of the design process
  • Conduct design reviews from a security perspective to confirm designs and plans are inclusive of SCIF/SAPF accreditation requirements
  • Conduct Initial and subsequent risk assessments
  • Work with the AO/SSO and project GC on security requirements for each project
  • Ensure ICD 705 requirements are implemented and advise of any variances
  • Conduct periodic inspections to ensure compliance with the CSP
  • Document security violations and deviations from CSP and notify AO/SSO within 3 business days
  • Ensure access control procedures are implemented
  • Maintain a list of all workers, companies, and vendors used on the project and include this list with SCIF accreditation files
  • Maintain CST and CAG documentation records for the duration of the project to include in final accreditation package
  • Coordinate SSM staff on-site resources to ensure security and surveillance at all times
  • Develop SOPs for performance of duties in accordance with the CSP, AO/SSO Direction, and ICD 705
  • Create, Develop, and Apply inspection methods to finished and unfinished construction work, materials, tools, equipment, personnel, and personal items
  • Apply knowledge of DOD, ICD, and administrative policies and regulations to execute SCIF construction security strategies
  • Initiate and update FFC and TEMPEST checklist compiling all documentation for submission
  • Perform or oversee all STC and IEEE-299 testing conducted in support of approved CSPs

Job Requirements
  • Active TS/SCI Security Clearance
  • Minimum of six (6) years of security experience specifically related to SCIF Construction, Intelligence Operations, Counter-Intelligence Operations, Counter-Surveillance Operations, Technical Surveillance Counter-Measures, Physical Security, or a combination of these experiences
  • Minimum of three (3) years direct experience working on ICD-705 construction projects or working as a physical security SSO. Direct experience for the SSM means working at the project location as a CST or SSM
  • Knowledgeable of sixteen (16) standard division of construction and technical listening devices used by foreign intelligence services
  • Must hold a valid certificate for the successful completion of a thirty-two (32) hour or greater SSM Training Course
  • Must hold a valid certificate of completion of a forty (40) hour or greater CST training course
  • Knowledge and ability to apply IC and DOD classification guidelines and procedures
  • Bachelor's Degree in a security or intelligence related field, or equivalent work experience, with a minimum of ten (10) years of physical security officer
