ABOUT CLATSOP COUNTY
Today Clatsop County is one of nine Home Rule counties in Oregon. Five non-partisan elected Commissioners set policy and appoint a full-time County Manager, who is responsible for daily operations. County services are provided through these departments: County Administration (County Manager), Assessment and Taxation, Budget and Finance, County Clerk, Juvenile, Public Health, Public Works, Community Development, the District Attorney, and Sheriff's Offices. The county also administers a road district, a rural law enforcement district, and a local sewer district.
the position
Under the direction of the Community Development Director, the Building Official will provide leadership and administration of the Building Codes Division, ensure the consistent application and enforcement of state and county building regulations to protect public health, safety, and welfare and to support compliant development within the community.
As the Building Official, you will supervise, plan, and coordinate inspection and administrative support activities. You will be responsible for compliance of plan reviews, construction permitting, inspections, and building code enforcement for new construction and the alteration and repair of existing structures.
REQUIRED QUALIFICATIONS
  • Bachelor's degree in building technology or a related field. And
    • Three (3) years of progressively responsible work experience, building inspection, code administration or enforcement, or construction which includes two years as a senior building inspector with supervisory or management responsibilities, or
  • Associate's degree in industrial technology or building inspector technology or related field. And
    • Five (5) years of progressively responsible work experience, building inspection, code administration or enforcement, or construction which includes two years as a senior building inspector with supervisory or management responsibilities, or
  • Eight (8) years field experience in construction, which includes at least two (2) years of progressively responsible work experience as a construction superintendent or foreperson with supervisory responsibility. OR
  • Any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities may be acceptable.
  • Must possess the State of Oregon Inspector Certification (OIC)
  • Must possess the following certifications:
      • State of Oregon Building Official certification, or ability to obtain within six (6) months of hire
      • Oregon A-Level Structural Inspector (SIA) or ICC B2
      • Oregon A-Level Mechanical Inspector (MIA) or ICC M2
      • Oregon A-Level Structural Plans Examiner (PEA) or ICC B3
      • Oregon Fire & Life Safety Plans Examiner (PEF) or ICC F3
  • Must possess and maintain driving privileges in the state of Oregon.

DESIRED QUALIFICATIONS
  • Desirable certifications include any of:
    • Oregon A-Level Plumbing Inspector (PI)
    • Residential Electrical Inspector (CAE)
    • Residential Plumbing Inspector (CAP)
    • Residential Structural Inspector (CAS) or ICC B1
    • Residential Plans Examiner (CAX) or ICC R3
    • Medical Gas Inspector (MGI)
    • Specialized Plumbing Inspector (SPI)
  • Familiarity with Accela e-permitting software
  • Experience in Local or State Government work
  • Experience as a Supervisor
