Job description

The Engineering Technician works within the Directorate of Public Works (DPW) Work Control Center.

The Engineering Technician is responsible for applying the principles and theories of construction and engineering to solve technical problems in construction and maintenance. Assists government engineers by creating the scope of work, request for proposal, joint scoping agreement, independent government cost estimate.

Duties and Responsibilities:
• Collects data and prepares scopes of work to be joint scoped with the JOC Contractors. Works with Environmental division to make Contractors aware of site environmental hazards.
• Assist in preparation and management of records necessary for regulatory compliance. Follows the Government’s document management processes.
• Assists with the design, development of projects, independent government estimates, using computer-aided estimating software.
• Prepares or marks up layouts and drawings to be used by Contractors for bidding process.
• Reviews preexisting projects and designs for warranties, overlap or redundancies.
• Writes routine reports and correspondence.
• Reads and understands documents such as construction drawings, operating and maintenance instructions, and procedure manuals.
• Uses Office Microsoft Suite, RS Means estimate software to prepare project documentation and FEMS (IBM Maximo) to track projects.
• Uses noncomplex machines and equipment (computers, copy/fax machines, adding machines, etc.) to complete routine tasks.
• Performs other job duties as needed.

Qualifications & Experience:

• Relevant education or experience in construction, engineering, engineering technology, or a related field is highly desired. An Associate degree in engineering, engineering technology, design technology, or a related field is preferred.
• Must be proficient at conducting research and comprehending documents such as construction drawings, operating and maintenance instructions, and procedure manuals.
• Must maintain confidentiality and uses discretion with business information.
• Working experience with RS Means estimate software to prepare project documentation and FEMS (IBM Maximo) to track projects is highly desired.
• Must be a U.S citizen.
• Must pass a Background Check and Pre-employment Drug Screening.
• Prior Federal government experience is preferred.
• Must have a broad knowledge of Microsoft Office Suite and Adobe Acrobat.
• Must have experience managing service provider/client relationships.
• Must be highly organized and have strong attention to detail.
• Must be able to follow through, monitor own work to ensure quality manage time effectively, and prioritize work. Candidate shall plan the time, method, manner, and/or performance sequence of own work.
• Must have demonstrated ability to identify, research, analyze, and resolve discrepancies and data errors; understand and communicate impact to others.
• Must have outstanding communication and interpersonal skills. Must be able to read, write, speak, and understand the English language to effectively carry out all contract requirements with team members and customers.
• Must be a self-starter – Must be able to work both independently and collaboratively in a fast-paced environment.
• Must have reliable transportation to/from the worksite.

Physical Requirements And Environmental Conditions

Work may involve sitting or standing for extended periods of time. Position requires typing and reading from a computer screen. Must have sufficient mobility to include but not limited to walking, standing, bending, reaching, turning, kneeling, or crouching to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required. Must be able to lift, move, and transport items occasionally up to 10 pounds.

Work is generally conducted in an inside environment, but may also involve some outside work, depending on the task. The inside environment may be in an office or cubicle with close quarters, with low to moderate noise, and bright or dim lighting. While performing the duties of this job, the employee is frequently exposed to fumes or airborne particles, moving mechanical parts and vibration. Outside work may include various environmental conditions including hot and cold climates. The noise level in the work environment and job sites can be loud.
