Job description

MTSI is seeking a highly skilled Project Officer to support the Test Resource Management Center (TRMC). This position involves leading collaborative efforts with key stakeholders across multiple government agencies and industry partners to develop strategic test planning initiatives, roadmap milestones, and integrated test processes that align with advanced hypersonic capabilities.
Key Responsibilities:
  • Develop and manage a comprehensive test program for hypersonic and strategic programs, encompassing test matrices, test event objectives, requirements, resources, milestones, and planned timelines to support the Program Objective Memorandum (POM) submission.
  • Coordinate and lead engagement efforts with stakeholder organizations including Weapon Programs of Record, Office of the Under Secretary of War for Research and Engineering OUSW(R&E), Office of the Under Secretary of War for Acquisition and Sustainment OUSW(A&S), Warfare Centers, National Laboratories, Industry, Academia, and other relevant entities to understand weapons system program plans, capability development milestones, and integration needs.
  • Develop and maintain detailed program roadmaps that tie stakeholder testing needs to critical capabilities and outline the program's maturation process along with key decision points.
  • Plan, coordinate, and execute flight test events for both existing and emerging capabilities by conducting briefings, technical interchange meetings, and working groups, while ensuring effective communication of requirements, objectives, and schedules.
  • Support System Engineering and Model-Based System Engineering (MBSE) efforts by contributing to the identification and development of efficiencies in program integration and flight test processes. Manage requirements development, traceability, and validation to ensure alignment with program objectives and stakeholder needs.
  • Handle classified communications for hypersonic and strategic programs, including video teleconferences, discussions, emails, and document approvals, while adhering to security protocols.

Qualifications and Requirements:
  • US citizenship and a TS/SCI clearance required
  • Bachelor's degree in engineering, Physics, Systems Engineering, or a related technical field.
  • Minimum of 5-7 years of experience in test planning, systems engineering, or program management, specifically within the Department of Defense (DoD) or related industries.
  • Proven expertise in hypersonic systems, flight test planning, and strategic planning development.
  • Hands-on experience working with government and industry stakeholders such as TRMC, MDA, Army, Air Force, Navy, Warfare Centers, or National Laboratories is highly desirable.

  • Ability to handle complex classified technical communications and information systems.
  • Excellent leadership, coordination, and organizational skills.
  • Exceptional written and verbal communication capabilities to facilitate high-level briefings and working group discussions.
  • Ability to work collaboratively across diverse teams and organizations.
