Job description

At i360technologies, we deliver business consulting and technology solutions that support the mission of federal agencies. 

We are seeking an Oracle Cloud EPM Federal Accounting Expert to combine hands-on Oracle Cloud EPM Planning configuration and technical build with federal accounting expertise - general ledger, financial reporting, reconciliations, and internal controls - in support of an active pursuit for the federal client's Enterprise Financial Services II (EFS II) effort.

Responsibilities

  • Analyze federal budget formulation processes, business rules, data requirements, approval workflows, reporting needs, and system interfaces.
  • Facilitate requirements sessions with budget, finance, program, and technical stakeholders.
  • Translate business and federal budget requirements into Oracle EPM Planning designs and configurations.
  • Configure and support Oracle EPM Planning applications, including dimensions, metadata, forms, calculations, workflows, security, dashboards, reports, scenarios, and versions.
  • Develop and maintain business rules using Oracle Calculation Manager, Essbase calculations, formulas, and/or Groovy.
  • Configure and support Oracle Smart View and other reporting capabilities.
  • Support integrations between Oracle EPM Planning and financial, accounting, HR/payroll, acquisition, data warehouse, and other enterprise systems.
  • Support data loads, reconciliations, validations, automation, and interfaces using tools such as EPM Data Integration, EPM Automate, REST APIs, and related technologies.
  • Support modernization or migration from legacy Hyperion, spreadsheet-based, or custom budget formulation solutions to Oracle Cloud EPM.
  • Participate in testing, deployment, training, documentation, production support, and knowledge transfer.
  • Troubleshoot functional, calculation, integration, workflow, performance, reporting, and security issues.
  • Collaborate with project managers, architects, developers, integration specialists, testers, and federal subject matter experts.

Qualifications

The successful candidate will combine hands-on Oracle Enterprise Performance Management (EPM) Planning expertise with knowledge of federal budget formulation processes. The consultant will work with federal budget, finance, program, and technical stakeholders to analyze business requirements and design, configure, implement, enhance, and support Oracle Cloud EPM Planning solutions.

Candidates should have direct experience with Oracle Cloud EPM Planning, PBCS/EPBCS, Oracle Hyperion Planning, or Hyperion Public Sector Planning and Budgeting. This position is intended for an experienced Oracle EPM practitioner and is not a general budgeting or financial analyst role.

  • Bachelor's degree in accounting, finance, business, information systems, computer science, public administration, or a related discipline; equivalent relevant experience may be considered.
  • 5+ years of experience implementing, configuring, enhancing, or supporting Oracle EPM Planning or Oracle Hyperion Planning solutions.
  • 3+ years of experience supporting budget formulation, financial planning, forecasting, or performance management solutions.
  • Hands-on experience with one or more of the following:
    • Oracle Cloud EPM Planning
    •  Oracle PBCS or EPBCS
    • Oracle Hyperion Planning
    •  Oracle Hyperion Public Sector Planning and Budgeting
  • Experience configuring dimensions, forms, calculations, workflows, security, dashboards, and reports.
  • Experience with Calculation Manager, Essbase calculations, formulas, and/or Groovy business rules.
  • Experience with Oracle Smart View.
  • Experience loading, validating, reconciling, and reporting financial or budget data.
  • Experience gathering requirements and translating business requirements into functional and technical solutions.
