Position Summary

Dhaka Technologies Limited Company is hiring a Business Systems Technical Master for a DC Government client. The client is seeking to acquire an Enterprise Resource Planning (ERP) Technical Manager with knowledge of the overall PeopleSoft HCM application, and to support the modernization efforts of the District's Financial and Budget Systems.

This position shall be utilized to lead and support the overall PeopleSoft HCM application upgrade, and to support modernization efforts of the Office of the Chief Financial Officer (OCFO) Finance and Budget Systems. The incumbent shall demonstrate knowledge of both technical development and business process design.

This role requires 16 or more years of experience. The successful candidate formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements.

Job Responsibilities
  1. Formulate and define systems scope and objectives based on both user needs and a thorough understanding of business systems in implementation of any customizations required by DCHR or OPRS, in accordance with industry standards.
  2. Provide subject matter expertise in PeopleSoft Payroll, Commitment Accounting, and Position Management.
  3. Analyze business and user needs, document requirements, and translate them into proper system requirements specifications.
  4. Provide consultation on complex projects, serving as the top-level contributor and specialist across most phases of systems analysis, while considering the business implications of applying technology to the current and future business environment.
  5. Apply experience integrating ERP systems, including Oracle Cloud, Oracle EBS, or PeopleSoft FSCM. This is highly desired.
  6. Demonstrate understanding of budgeting and position management in a state and local government environment.
  7. Apply prior experience with the development of data extraction, translation, and load programs. This is required.
  8. Apply prior knowledge of the District's existing financial system, SOAR. This is highly desired.
  9. Apply experience with a U.S. Federal installation of PeopleSoft. This is highly desired.
