Job description

About the Position

We are seeking a highly experienced Supply Chain Subject Matter Expert to support an anticipated Department of State program focused on humanitarian assistance activities. The Supply Chain Subject Matter Expert will provide technical expertise to support monitoring, evaluation, third-party monitoring (TPM), assessments, and verification activities relating to humanitarian supply chains. Working closely with project leadership and technical teams, the Supply Chain SME will design and implement methodologies to assess supply chain performance, commodity accountability, logistics systems, warehousing, distribution networks, and last-mile delivery in complex and crisis-affected environments.ย 

This position is based in the Washington, D.C. metropolitan area and will require international travel. This role is contingent upon award.ย 

Responsibilities
  • Provide technical leadership on humanitarian supply chain assessments, monitoring activities, and third-party verification assignments.ย 
  • Design methodologies and tools to assess procurement, warehousing, transportation, inventory management, commodity tracking, distribution systems, and last-mile delivery.ย 
  • Evaluate the efficiency, effectiveness, integrity, and accountability of humanitarian supply chains operating in complex and high-risk environments.ย 
  • Support financial and commodity verification activities to ensure commodities, equipment, and humanitarian assistance reach intended beneficiaries.ย 
  • Assess risks relating to diversion, fraud, waste, abuse, inventory losses, and supply chain vulnerabilities, and recommend mitigation measures.ย 
  • Review logistics information systems, inventory controls, warehouse operations, transportation networks, and supply chain documentation for compliance with client requirements and international best practices.ย 
  • Provide technical input into monitoring, evaluation, special studies, rapid assessments, and operational reviews involving humanitarian logistics and supply chain performance.ย 
  • Develop technical reports, findings, recommendations, and presentations for U.S. Government clients.ย 
  • Mentor field teams and provide technical guidance on supply chain monitoring methodologies, quality assurance, and data interpretation.ย 
  • Collaborate with MEL, TPM, financial verification, and sectoral specialists to produce integrated analytical products and high-quality deliverables.ย 
Minimum Qualificationsย 
  • Minimum 10 years of experience supporting humanitarian logistics, supply chain management, procurement oversight, commodity accountability, or related functions is REQUIRED.ย 
  • Prior experience with USAID's Bureau for Humanitarian Assistance (BHA), the Department of State's Bureau for Population, Refugees, and Migration (PRM), the Department of State's Bureau for Disaster and Humanitarian Response (DHR), and/or any of their predecessor offices, within the past three (3) years is REQUIRED.ย 
  • Deep familiarity with delivery of U.S. federal humanitarian assistance, disaster response, stabilization, and/or similar crisis-oriented programming is REQUIRED.ย 
  • Demonstrated experience assessing or overseeing humanitarian supply chains, including procurement, warehousing, transportation, inventory management, distribution systems, and commodity tracking is REQUIRED.ย 
  • Experience conducting supply chain assessments, logistics audits, operational reviews, third-party monitoring, financial verification, or compliance reviews in humanitarian or development programs is REQUIRED.ย 
  • Experience operating in conflict, post-conflict, disaster, or other complex operating environments is REQUIRED.ย 
  • Familiarity with internationally recognized humanitarian logistics and supply chain standards and best practices (including those used by UN agencies, NGOs, and U.S. Government humanitarian programs).ย 
  • Strong analytical, report writing, and communication skills with demonstrated experience producing technical findings and recommendations for senior stakeholders.ย 
  • Bachelor's degree in Supply Chain Management, Logistics, Business Administration, International Development, Engineering, Public Administration, or a related field is REQUIRED.
Preferred Qualificationsย 
  • Master's degree in Supply Chain Management, Logistics, Business Administration, International Development, Engineering, Public Administration, or a related field PREFERRED.
