Make a Difference
Reporting to the Senior Manager, Tenant Relations, Transfers and Human Rights, The Supervisor, Tenant Relations and Human Rights supports the organization in meeting its responsibilities under human rights legislation and internal policies by promoting equitable, inclusive, and non discriminatory practices across all areas of operation. The role helps staff and decision makers understand and apply established human rights processes, ensures accommodation requests are managed fairly and consistently, and addresses human rights concerns in a timely and informed manner. Through guidance, education, research, and strategic planning, the Supervisor, Tenant Relations and Human Rights strengthens organizational practices, reduces risk, and fosters a culture where human rights principles are integrated into everyday decision making and service delivery.
What You'll Do
Advisory, Guidance, and Education Responsibilities
- Provide guidance on the application of human rights legislation and organizational policies, helping staff, managers, and leadership understand their responsibilities and how to apply established procedures in day to day situations.
- Advise on accommodation processes, including reviewing disability related needs, exploring possible solutions, and supporting decision makers in assessing whether accommodation options meet organizational requirements.
- Support individuals navigating the accommodation or complaint process, offering information about their rights, responsibilities, and available procedural steps while maintaining neutrality and fairness.
- Coach managers and frontline staff on recognizing potential human rights concerns early, responding appropriately, and documenting decisions in alignment with organizational policies and human rights obligations.
- Provide education and capacity building, including developing and delivering training on human rights, anti discrimination, harassment prevention, inclusive practices, and procedural fairness.
- Offer proactive guidance to help prevent issues from escalating, such as reviewing planned decisions, communications, or practices for potential human rights impacts.
Translate complex human rights concepts into accessible, practical explanations tailored to different audiences, supporting staff in understanding not only what the rules are but why they matter and how to apply them. - Promote a culture of human rights awareness, encouraging respectful dialogue, early consultation, and shared responsibility for maintaining an inclusive and equitable environment.
Planning
- Support the Division's strategic planning processes
- Co-ordinate, documents and assist Divisional teams with the alignment of their work with that of other corporate divisions
- Co-ordinate and support the production of strategic plans
- Provide strategic planning expertise to Divisional Leadership Team
- Support Divisional teams by reviewing, assessing, developing and evaluating business processes and systems, as well as documenting and managing database requirements for the Division
- Provide project management expertise to others and leads projects
- Use project management software
- Provide work direction to other management/exempt staff on a project by project basis
Relationship Building and Strategic Partnerships
- Develops, coordinates and implements all aspects of the consultation process to support changes to policies, and responds to issues arising
- Fosters and works collaboratively to develop and maintain close and effective working relationships with internal and external stakeholders including but not limited to tenants, other TCHC divisions, municipal government, consultants, community agencies or other groups as appropriate, to ensure awareness of existing and evolving issues and concerns, facilitate coordination and organize relevant meetings or forums
- Leads working groups and ad-hoc committees
- Develops divisional communication material and content for internal and external partners
- Participates in inter-divisional policy/program development initiatives
Research, Writing and Reporting
- Research practices and strategies for enhancing tenant participation and engagement, community development and fostering equity and inclusion
- Leads strategic policy development, policy analysis, research, evaluation and program development processes by identifying and preparing and supporting the delivery of detailed implementation plans to support management functions and improve the efficiency and effectiveness of operations and service delivery
- Prepares committee/council reports, research analysis, budget/resource requests, briefing notes, presentations, a variety of correspondence, policy reports/recommendations and other materials as required by and for senior management, consistent with unit, divisional and corporate priorities and strategic directions.
- Leads and directly conducts ongoing research (qualitative and quantitative data) and analysis of trends and activities related to assigned policy areas, and evaluates the strengths, weaknesses and effectiveness of policies, by-laws and programs, to provide information to management and identify emerging issues and opportunities to management to support decision-making
- Consult and collaborate with other business units as appropriate to align strategic outcomes
- Develop evaluation frameworks, data models and uses complex analytical tools to monitor progress and evaluate outcomes
- Review and analyze performance measurement results and progress updates on divisional work plan, and develop recommendations to improve business processes
- Make recommendations to improve performance measures and reporting, as appropriate
What You'll Need
- Completion of post-secondary/university education and/or equivalent experience in a relevant field (e.g. Public Policy, Administration, Social Policy, Human Rights Law)
- Minimum 5 years of progressive Human Rights experience preferably in a large public corporate or legal environment, in one or more of the following areas: human rights, litigation, investigations, administrative law, policy analysis or development
- Demonstrated experience delivering and overseeing programs or services within an inclusive organization serving diverse populations across age, race, language, gender, sexual orientation, culture, and ability.
- Experience supporting or coordinating accommodation processes, case management, or needs assessments, ideally within a housing, community services, or social services environment.
- Experience working on complex Human Rights related cases in an operational or public facing environment is an asset
- Experience managing or providing work direction to unionized and non union staff, including motivating, coaching, and developing individuals or teams in a learning focused environment.
- Proven experience in partnership development and community outreach, including working collaboratively with private sector partners, non profits, community agencies, and vulnerable populations.
- Strong experience in stakeholder engagement, consultation processes, and relationship building across diverse groups.
- Demonstrated ability to understand and respond to complex community issues, including those affecting individuals with social and economic vulnerabilities.
- Experience conducting policy research, program evaluation, data analysis, and preparing reports, briefing notes, and recommendations for senior leadership.
- Experience with operational planning, including work plan development, performance measurement, and continuous improvement initiatives.
- Experience with financial management, including budget development, monitoring, and resource planning.
