Job Duties
The Virginia Department of Education (VDOE) is recruiting for a Human Resources Operations Analyst to support the agency's Human Resources operations functions which will include but will not be limited to Cardinal HCM/HRIS transactions, management of personnel records, retirement processing, managing the E-Verify/I-9 processes, onboarding, offboarding, and other employee lifecycle activities, as well as, providing backup support for employee benefits and leave administration.
The HR Operations Analyst will be expected to perform the following duties:
  • Process employee and position transactions in Cardinal HCM and ensures the accuracy and integrity of HR data.
  • Process hires, rehires, transfers, promotions, salary and position changes, supervisor changes, retirements, separations, and other personnel actions.
  • Maintain accurate, complete, confidential, and compliant employee personnel records.
  • Coordinate HR processes associated with employee retirement.
  • Coordinate HR operational activities associated with employee onboarding and separation.
  • Provide backup support for health benefits administration, including employee inquiries and benefit transactions as assigned.
  • Provide backup support for FMLA, Short-Term Disability (STD), Parental Leave, and related leave processes.
  • Process the monthly VNAV snapshot and review VNAV information for completeness and accuracy.

Minimum Qualifications
  • Demonstrated knowledge of human resources principles, practices, and procedures.
  • Demonstrated knowledge of HRIS transactions, personnel records, retirement, onboarding, offboarding, benefits, and leave administration.
  • Demonstrated knowledge of employment eligibility verification requirements.
  • Ability to interpret and apply HR policies, procedures, and program requirements.
  • Ability to analyze HR information, identify discrepancies, and determine appropriate actions.
  • Ability to maintain confidential employee and medical information.

Additional Considerations
  • Experience with Cardinal HCM or a comparable HRIS.
  • Experience administering or supporting employee retirement, benefits, and leave programs, including VRS, VSDP, FMLA, STD, and Parental Leave.
  • Experience with VNAV or comparable benefits/HR systems.
  • Experience maintaining electronic personnel records.
  • Experience conducting HR transaction or records audits.
  • Experience working in Virginia state government human resources.
  • Human resources-related education, training, or professional certification.
