Position Overview:
The Human Resource Manager will be responsible for providing day-to-day operational management of all HR functions within a federally contracted ICE residential facility. This position reports to the Corporate Human Resource Director and is responsible for executing the program's HR operations - including, but not limited to, recruiting coordination and candidate pipeline management, new-hire onboarding and processing, attendance and timesheet management, employee records maintenance, benefits enrollment coordination, day-to-day employee relations support, and HR reporting.
This role requires strong HR operational skills, meticulous attention to detail, knowledge of federal employment and contract staffing requirements, and the ability to function effectively in a fast-paced, high-volume, 24/7 operational environment. All program services must be delivered in a manner sensitive to developmental, cultural, and religious diversity.
Key Responsibilities/Essential Functions:
  • Onsite HR Leadership & Operations
  • Oversee daily HR operations across all shifts and departments, ensuring consistent HR service delivery
  • Establish and maintain standard operating procedures for onsite HR processes
  • Provide direct supervision, training, and performance oversight for the HR Administrator
  • Conduct routine audits of HR documentation, files, and workflows for accuracy and compliance
  • Serve as the primary HR point of contact for operational leadership and department heads
  • Ensure alignment between onsite practices and corporate HR policies and expectations

Employee Relations & Workforce Support
  • Lead employee relations efforts, including:
  • Investigating workplace concerns and complaints
  • Conducting fact-finding interviews and documenting findings
  • Provide coaching and guidance to supervisors on:
  • Performance management
  • Corrective actions
  • Conflict resolution
  • Draft and review disciplinary documentation, including:
  • Written warnings
  • Final warnings
  • Termination documentation
  • Ensure consistency and fairness in handling employee issues across departments
  • Maintain strict confidentiality and documentation protocols

Onboarding & Workforce Coordination
  • Oversee full lifecycle onboarding processes to ensure compliance prior to start dates
  • Monitor completion of pre-employment requirements, including:
  • Background checks
  • Drug screening
  • Credential verification
  • Troubleshoot onboarding delays and work with corporate HR to resolve issues
  • Ensure all new hires are properly entered into HR systems and personnel files
  • Conduct onboarding quality checks for completeness and accuracy

Training Coordination
  • Coordinate with corporate training team to schedule:
  • New hire orientation
  • Required compliance trainings
  • Track training completion across all staff and departments
  • Maintain training logs and ensure documentation is audit-ready
  • Identify training gaps or expired certifications and initiate corrective action
  • Support onsite logistics for training sessions (scheduling rooms, coordinating attendance)

Compliance & Personnel Administration
  • Ensure all employee records meet federal, contractual, and company standards
  • Maintain oversight of:
  • Personnel files
  • Training documentation
  • Compliance records
  • Conduct periodic file audits to ensure completeness and readiness for inspection
  • Monitor deadlines for documentation, credentialing, and compliance requirements
  • Support audit preparation and respond to compliance reviews

Timekeeping & Workforce Oversight
  • Oversee timekeeping processes to ensure accuracy and compliance
  • Review and validate:
  • Employee timesheets
  • Overtime entries
  • Attendance records
  • Identify discrepancies and coordinate corrections with supervisors
  • Track attendance trends and escalate concerns as needed
  • Ensure compliance with scheduling requirements and rest periods

Corporate HR Coordination
  • Serve as liaison between onsite team and corporate HR
  • Coordinate resolution of:
  • Benefits-related inquiries
  • Payroll-related questions
  • Ensure timely communication of corporate HR updates to onsite staff
  • Escalate policy-related issues or exceptions to corporate HR
  • Support consistency in HR practices across locations

Required Qualifications & Core Competencies:
  • Bachelor's degree in Human Resources, Business Administration, or related field
  • Minimum 6-8 years HR experience, with leadership or supervisory experience preferred
  • Experience in Employee relations and HR operations in regulated or high-compliance environments
  • Strong knowledge of Federal and State employment laws
  • Ability to maintain strict confidentiality
  • Strong organizational, leadership, and problem-solving skills

Desired Skills:
  • Experience in Government-contracted or secure facility environments
  • High-volume onboarding operations experience
  • HR certification (SHRM-CP, PHR, etc.) preferred
  • Bilingual abilities preferred
  • Experience supporting diverse and high-pressure operational teams

Conditions of Employment:
  • Employees must be a U.S. Citizen or a Legal Permanent Resident
  • Employment is contingent upon successful completion of the following screening:
    • Federal background investigation (up to and including a Tier 4 DHS clearance)

    • Verification of employment and education history
    • Compliance with all government credentialing requirements

  • Employees must adhere to all federal security, confidentiality, and operational protocols while working within government facilities.
  • Must be able to speak, read, and write in English
  • Anovaeon operates 24 hours/365 days and requires the flexibility to work additional hours, nights, weekends, and holidays
  • Must show proof of eligibility to work in the U.S.
  • Internal background check to the satisfaction of contract requirements.
  • If applicable, Child Abuse/ Neglect Report (CAN) or child protective services check with no adverse findings.

Physical Requirements:
  • Ability to stand, walk, and conduct facility rounds for extended periods
  • Ability to lift and move supplies up to 50 lbs
  • Ability to respond quickly to emergencies throughout the facility
  • Ability to work in indoor and outdoor environments
  • Ability to review documentation, reports, and operational records with attention to detail.
  • Ability to sit for extended periods for administrative tasks and documentation

Work Environment:
  • Fully onsite position in a federally contracted ICE residential facility in Alexandria, LA.
  • Fast-paced operational environment including warehouse, storage, receiving, and distribution areas.
  • 24/7 operational setting requiring flexibility across all shifts.
  • Frequent coordination with multiple operational departments.
