Job description

The Division Director of Human Relations is under the Department of Corporation Counsel. This position reports directly to the Corporation Counsel and Deputy Corporation Counsel and is appointed by the CEO for a 6-year term. This position assists Corporation Counsel by managing the day-to-day operations of the Human Relations Division. The Director manages staff, reviews and maintains compliance of mandates, ordinances, executive policies and procedures. This position is charged with ensuring fair practice for County based, small businesses, disadvantaged, minority and veteran owned suppliers with Wayne County. This role leads and supports the services, contracts, funding and projects associated with Human Relations, to ensure effectiveness of service delivery, resource utilization and results.

Required Tasks
  • Perform Management & Oversight- All daily operations, review, interpretation and implementation of ordinances, policies and regulations as it pertains to supplier inclusion efforts.
  • Lead and provide oversight to all managers and staff duties including analysis and approval of certification applications, customer service, and Executive initiatives.
  • Ensure certifications are completed, tracked, and reported to requesting departments in a timely and efficient manner.
  • Oversee Technology- Manage all interaction with the Department of Technology and the development of the division's new Vendor Management (VM) system, B2G.
  • Serve as Point of contact and trouble shooter for vendors having issue with VM.
  • Train all division staff for VM System.
  • Manage Policy Development- Review all current and new ordinances, mandates, executive programs, and Procurement policies to ensure efficiency in workflow, best practices and valid application.
  • Establish and implement new policies and procedures as changes occur in policy, legislation and as situational issues arise.
  • Perform Outreach- Partner with the Procurement Division in developing the curriculum used for all supplier outreach and training sessions.
  • Craft the message and branding for the division that will impart the CEO's missions regarding issues of diversity, inclusion and doing business with Wayne County
  • Perform Staff Development - Review and assess Division policies, processes and staffing to ensure excellent customer service and provide staff with skills development where needed.
  • Handle Management & Labor Relations- Address employee issues, work performance, staffing needs, discipline, problem solving, and all other employee issues and concerns.
  • Perform Budget and Fiscal Management- Review of purchases, approve funds collection, monitor and report on the budget
Educational/Experience Requirements
  • Bachelor's Degree
  • Six (6) years of progressively responsible experience in public administration, supplier diversity, business certification, economic development, or public procurement, including policy administration, program oversight, fiscal management, supervisory responsibilities, and the administration of programs that support equitable access to public
