Human Performance Improvement information

What is human performance improvement?

Human Performance Improvement (HPI) is a systematic approach to identifying and addressing factors that affect employee performance and productivity within an organization. HPI professionals analyze gaps between current and desired performance, then develop strategies such as training, process changes, and motivation techniques to improve outcomes. The goal is to enhance individual and organizational effectiveness by focusing on both environmental and personal factors that influence performance. HPI can be applied across industries to boost efficiency, reduce errors, and support organizational goals.

What are the key skills and qualifications needed to thrive as a human performance improvement specialist?

To thrive as a Human Performance Improvement Specialist, you need expertise in instructional design, organizational development, and data analysis, typically supported by a degree in human resources, education, or psychology. Familiarity with learning management systems (LMS), performance analytics tools, and certifications like CPT (Certified Performance Technologist) are commonly required. Strong communication, problem-solving, and facilitation skills help you effectively engage stakeholders and drive meaningful change. These abilities are crucial for accurately diagnosing performance gaps and implementing solutions that enhance organizational effectiveness.

What is the difference between Human Performance Improvement vs Instructional Designer?

AspectHuman Performance ImprovementInstructional Designer
Primary FocusOptimizing individual and team performance through analysis and interventionsDesigning educational and training materials to facilitate learning
CertificationsHPI certifications, performance improvement credentialsInstructional design certifications, e.g., CPTD, ATD certifications
Work EnvironmentCorporate, government, consulting settings focusing on performance gapsEducational institutions, corporate training departments, e-learning companies

While both roles aim to enhance workforce capabilities, Human Performance Improvement focuses on analyzing performance issues and implementing solutions beyond just training, whereas Instructional Designers primarily develop learning materials to support skill development.

What are some common challenges faced by professionals in human performance improvement and how can they be addressed?

Professionals in Human Performance Improvement (HPI) often encounter challenges such as resistance to change, difficulty in accurately diagnosing performance gaps, and aligning interventions with organizational goals. Addressing these challenges involves strong communication skills, thorough data analysis, and the ability to collaborate closely with stakeholders across departments. Building trust and demonstrating the value of HPI initiatives early on can help gain buy-in, while ongoing evaluation ensures that implemented solutions are effective and adaptable to evolving needs.

Job description

About Matter Health

Matter Health delivers primary and preventive healthcare directly to older adults living in affordable housing communities. Our mission is simple: to improve healthcare access by meeting patients where they are and building trusted relationships within the communities we serve. As we rapidly expand across the country, we are building a team of mission-driven professionals who thrive in fast-paced, collaborative environments.

Total Healthcare. Where you live.

About the Role

Matter Health is seeking a Senior Director of People & Organizational Development to build and lead our enterprise strategy for employee growth, leadership development, organizational capability, and performance excellence.

Reporting to the CHRO, this leader will own a broad portfolio spanning enterprise learning, leadership and manager development, performance management, culture, employee engagement, organizational development, change management, and clinical and technical training.

This is both a strategic and hands-on leadership position. You will establish the strategy, lead and develop the team, advise executives and operational leaders, and personally design solutions, coach leaders, facilitate programs, and guide complex performance interventions when needed.

The ideal candidate understands that training is not the answer to every performance problem. You will use Human Performance Improvement and root-cause analysis to determine whether a challenge requires training, coaching, clearer expectations, process improvement, new tools, or another organizational intervention.

Responsibilities
  • Build and own an integrated enterprise People and Organizational Development strategy aligned with Matter Health’s growth and business priorities

  • Lead, coach, and develop a team of learning, organizational-development, learning-design, and performance-support professionals

  • Assess enterprise skill, leadership, and capability gaps and prioritize learning and development investments

  • Design and scale leadership, manager-development, professional-development, and role-specific competency programs

  • Lead the development of clinical and technical training that is practical, competency-based, and aligned with performance and regulatory expectations

  • Apply Human Performance Improvement and root-cause analysis to diagnose individual, team, and organizational performance gaps

  • Design and personally deliver targeted interventions, including learning solutions, leader coaching, job aids, workflow improvements, and performance support

  • Own Matter Health’s performance-management lifecycle, including goal setting, reviews, calibration, feedback, and manager enablement

  • Serve as a trusted advisor and coach to leaders throughout the organization

  • Translate Matter Health’s values into observable behaviors and embed them into leadership programs, onboarding, communication, and performance expectations

  • Lead employee-engagement, onboarding, orientation, and broader employee-experience strategies

  • Build organizational change-management capabilities and support major business initiatives

  • Establish meaningful measures connecting learning, engagement, and performance initiatives to operational outcomes

  • Evaluate and adopt learning, performance, and AI-enabled technologies that improve organizational effectiveness

Qualifications
  • Bachelor’s degree in Human Resources, Organizational Development, Education, Instructional Design, Business, or a related field; equivalent directly relevant experience will be considered

  • 12-15 years of progressive experience across Learning and Development, Organizational Development, performance-based training, or related people-development functions

  • 5-7 years of experience leading and developing teams, including multifunctional teams or people leaders

  • Demonstrated experience building enterprise learning or leadership-development strategies from the ground up

  • Deep working knowledge of Human Performance Improvement, performance consulting, root-cause analysis, or a comparable methodology

  • Hands-on instructional-design experience and the ability to personally design and deliver learning solutions

  • Experience leading organizational change using a formal or structured change-management approach

  • Experience owning or significantly contributing to enterprise performance-management processes

  • Strong executive coaching, facilitation, communication, and relationship-building skills

  • Demonstrated ability to connect people-development investments to measurable business and operational outcomes

  • Ability to operate strategically while remaining personally engaged in execution

Preferred Qualifications
  • Master’s degree in Business, Organizational Psychology, Instructional Design, Adult Learning, Education, Human Resources, or a related field

  • Relevant certification such as ATD CPTD, ISPI Certified Performance Technologist, Prosci Change Practitioner, ICF ACC/PCC, SHRM-SCP, or SPHR

  • Experience designing competency-based training in healthcare, clinical operations, or another highly regulated environment

  • Experience supporting a geographically distributed or field-based workforce

  • Experience with organizational design, workforce planning, succession planning, learning technology, or performance-management systems

What Success Looks Like
  • Establishing a clear and prioritized enterprise People and Organizational Development strategy

  • Building scalable learning, leadership, performance-management, and organizational-development infrastructure

  • Strengthening clinical, technical, leadership, and manager capabilities across Matter Health

  • Developing a high-performing team that serves as trusted strategic partners

  • Improving onboarding, employee engagement, culture, and the overall employee experience

  • Diagnosing the actual causes of performance gaps and implementing solutions that improve real-world results

  • Serving as both a strategic enterprise leader and a hands-on coach, designer, facilitator, and problem-solver
