Job description

TITLE: Program Director
DIVISION: Huckleberry House
SALARY/WAGE: $90,000 - $100,000
STATUS/WORK SCHEDULE: Exempt, 40 hours per week (Some evening and weekend hours required, including support for overnight coverage as needed)
SUPERVISOR: Division Director of Safety Programs
POSITION SUMMARY:
The Program Director is responsible for the day-to-day management of a 24 hour/day crisis shelter focused on providing crisis intervention, assessment, case management, family reunification and counseling services to youth and families who are experiencing dysregulation in their day to day life related but not limited to: housing instability, challenges around family dynamics, and mental health. The position supports delivery of high quality residential and therapeutic services while ensuring continuity of services for clients as needed.
ESSENTIAL FUNCTIONS:
  1. Design, document, implement and uphold program policies and procedures consistent with Huckleberry Youth Programs' strategic plan, core pillars, and youth centered frameworks, while ensuring compliance with CCL requirements.
  2. Manage and oversee the team of Residential Counselors, Case Managers and Residential Manager. This includes reviewing and upholding expectations for frontline staff; supporting the Residential Manager to ensure that schedules are in alignment with programmatic needs; engage with staff in weekly supervisions; and lead on all recruitment functions when positions become vacant.
  3. Supervise all Residential Staff, including interns and volunteers, and provide adequate feedback as needed in a timely, respectful way.
  4. Establish and maintain effective and collaborative relations with community partners, ensuring adequate referrals appropriate to the program's design, communication and collaborative practices to create efficient case collaboration.
  5. Design and implement an ongoing effective outreach plan for youth, parents, CBO's, law enforcement, probation, DPH, DHS, and schools.
  6. Partner with the internal HYP finance team and Division Director of Safety Programs to develop and propose a program budget that prioritizes programmatic needs while maintaining awareness of the agency's macro financial insights in addition to consciously managing the program's spending. Collaborate with Development to write proposals for new or expanded funding, understand objectives and outcomes identified by funders, provide feedback on trends that are reflected in the program's data quality, host potential new and existing funders, and continue to identify ways to expand on volunteer opportunities onsite
  7. Monitor program implementation to assure effective accomplishment of the program's outcome and objective goals as outlined in contracts and funding proposals and submitting program reports that reflect on program accomplishment and effectiveness as required by agency funding sources.
  8. Assist the Residential Manager with the maintenance of program facilities and equipment to ensure that the facility remains functional and in compliance with licensing expectations.
  9. Assist in agency management through consideration and preparation of agency plans and policies, and consistently serve as the principal communication link between the program and other units and individuals with the agency. Actively strive to minimize existing and potential silos by connecting and integrating the program and its staff with the activities of other programs and staff within the agency.
  10. Participate in community groups involved in planning, advocacy, and funding activities which affect the program and its clientele, as directed by the Division Director of Safety Programs.
  11. Ensure that all training expectations outlined by Community Care Licensing and funders are met by program staff on a fiscal basis.
  12. Participate in preparation for all program audits in collaboration with the Division Director of Safety Programs.
  13. Ensure that Huckleberry House remains in accordance with the expectations of Community Care Licensing (CCL) and serve as a main point of contact for all licensing related situations. This includes participating in the 40 hour training to become a license administrator through CCL, submitting all incident reports within the designated timeline, and engaging with the program's Licensing Program Analyst during audits and unannounced visits.
  14. Organize and participate in an "on call" back up pool for shelter program which ensures that the facility is able to operate at its expected 24/7 hours. The on-call rotation generally consists of one week a month from Friday to Friday in which you are expected to be available to staff as needed regardless of your scheduled shift. During the designated on-call week the on-call person will serve as the primary staff member set to cover any open shifts.

SUPERVISORY RESPONSIBILITIES:
This position directly supervises Case Managers, Residential Counselors, Residential Manager and volunteers and provides collaborative supervision to our onsite Psychotherapists with our Clinical Director. No clinical supervision is required of this position.
WORK ENVIRONMENT:
This position operates at HYP's Huckleberry House. Huckleberry House is located in San Francisco and is accessible by public transportation.
PHYSICAL DEMANDS
This position requires the ability to move throughout an office environment, when necessary, and at off-site event venues to manage development activities, such as donor meetings or fundraising events. Frequently communicates with stakeholders to exchange accurate information regarding fundraising initiatives, proposals, and events. Performs work in a home office or professional office setting with the ability to travel to various locations. Position operates in a fast-paced environment with frequent deadlines. Frequently operates a computer, printer, and other office productivity machinery. Ability to move or transport items weighing up to 15โˆ’20 pounds (e.g., event materials, promotional items) occasionally. Generally, the working conditions have little or no exposure to extremes in safety hazards or hazardous materials.
REQUIRED EDUCATION AND EXPERIENCE:
1. BA required.
2. Strong program and personnel management experience is a must.
3. Minimum of three (3) years experience working with high-risk adolescents and diverse communities.
4. Minimum of two (2) years experience with staff development, supervision, program development, crisis intervention services.
5. Within six months of hire, must pass the State of California Community Care Licensing Group Home Administrator Certification Program.
PREFERRED EDUCATION AND EXPERIENCE:
1. Continuing education in the field preferred
2. Training experience preferred
3. Residential management experience preferred.
SECURITY CLEARANCE:
1. Must pass a DOJ/FBI background check. Due to our requirements with licensing, candidates with backgrounds including items on the non-exemptible crime list will not be eligible for employment at this time.
OTHER REQUIREMENTS:
1. Must provide recent TB clearance
2. Must pass health screening
3. All staff working at the shelter must be vaccinated for COVID-19 before 09/15/21.
