Senior Federal Workforce, Curriculum & Credentialing Governance Lead

The Senior Federal Workforce, Curriculum & Credentialing Governance Lead provides senior leadership for the people and workforce components of enterprise learning governance. This position ensures that workforce competencies, skills-gap analysis, career pathways, curriculum, certification and credentialing, evaluation, and organizational effectiveness activities are aligned to Federal HR priorities and measurable mission outcomes. The Lead works across agencies and stakeholder groups to establish consistent governance, quality criteria, adoption strategies, and continuous-improvement practices.

Key responsibilities include: 1. Federal Workforce & Competency Governance:
  • Lead development and governance of Federal HR workforce competency frameworks, skills-gap analyses, and career pathways.
  • Connect workforce requirements and competencies to learning, development, certification, and credentialing strategies.
  • Support workforce planning and organizational effectiveness activities that strengthen Federal HR capability.
  • Establish measures that connect workforce development investments to learning effectiveness and mission impact.
2. Curriculum, Certification & Credentialing:
  • Lead curriculum architecture and governance activities, including quality and acceptance criteria.
  • Support certification and credentialing architecture, standards, governance, and credential portability.
  • Develop or advise on assessment and evaluation models for curricula, certifications, credentials, and workforce-development initiatives.
  • Promote consistency and traceability across competencies, curriculum, credentials, learning outcomes, and workforce needs.
3. Stakeholder Engagement, Adoption & Evaluation:
  • Facilitate engagement with Functional Advisory Boards (FABs), Federal agencies, cross-agency working groups, and senior HR/workforce stakeholders.
  • Build consensus around workforce, curriculum, certification, and credentialing standards and priorities.
  • Lead or support organizational change, adoption, communications, and customer-success activities.
  • Use stakeholder feedback, performance data, and evaluation findings to recommend continuous improvements.
Required qualifications to be successful in this role:
  • 12-15+ years of experience in Federal human capital, workforce development, organizational effectiveness, learning, curriculum, credentialing, or a closely related field.
  • Demonstrated experience developing or governing competency models, skills frameworks, career pathways, or workforce-development programs.
  • Experience with curriculum governance, certification and/or credentialing programs, learning evaluation, or assessment models.
  • Strong understanding of Federal HR policy, business processes, and workforce-development practices.
  • Demonstrated stakeholder facilitation experience with senior leaders, advisory councils, cross-agency groups, or complex multi-stakeholder initiatives.
  • Experience with organizational effectiveness, adoption/change management, and performance or outcome measurement.
  • Excellent written and verbal communication skills with the ability to translate complex workforce issues into clear recommendations.
Preferred skills include:
  • Prior senior Federal HR, OPM, CHCO, workforce-development, or government-wide human-capital leadership experience.
  • Experience supporting Functional Advisory Boards or comparable cross-agency governance bodies.
  • Experience connecting competency, curriculum, credentialing, and evaluation strategies to enterprise workforce outcomes.
