We are seeking an experienced, compassionate, and results-driven Program Manager to oversee the daily operations of our community and residential programs while ensuring exceptional service delivery and staff performance.
Position Summary
The Program Manager is responsible for the day-to-day management of assigned programs, staff supervision, participant satisfaction, and operational excellence. Working under the direction of the Director of Programs, this position ensures that services are delivered in accordance with Maryland DDA regulations, organizational policies, and person-centered best practices.
The Program Manager serves as a leader, coach, and problem-solver who builds strong relationships with participants, families, staff, and community partners while supporting the growth and continuous improvement of HAVE Support's programs.
Essential Responsibilities
Program Operations
Oversee the daily operation of assigned residential and community-based programs.
Ensure services are delivered safely, effectively, and in accordance with person-centered plans.
Monitor program quality, compliance, and participant outcomes.
Assist with developing new programs and expanding existing services.
Identify opportunities to improve service delivery and operational efficiency.
Staff Leadership & Supervision
Supervise, coach, mentor, and support Direct Support Professionals (DSPs) and Lead Staff.
Conduct regular staff meetings and performance check-ins.
Ensure staff maintain required certifications and complete mandatory training.
Assist with interviewing, hiring, onboarding, scheduling, and employee retention.
Foster a positive, accountable, and supportive team culture.
Participant & Family Relations
Build strong relationships with participants and their families.
Ensure participants receive high-quality, person-centered services.
Address concerns and resolve issues promptly and professionally.
Maintain regular communication with families regarding participant progress and needs.
Promote participant satisfaction, independence, and community inclusion.
Program Development
Work closely with the Director of Programs to develop innovative services and programming.
Assist in creating recreational, vocational, educational, and community engagement opportunities.
Recommend improvements based on participant feedback and organizational goals.
Support initiatives that enhance participant quality of life.
Compliance & Quality Assurance
Ensure compliance with Maryland DDA regulations, COMAR, Medicaid requirements, and organizational policies.
Monitor documentation, service delivery, and incident reporting.
Assist with audits, licensing reviews, and quality assurance activities.
Maintain confidentiality and HIPAA compliance.
Collaboration
Work collaboratively with Human Resources, Nursing, Clinical Services, Quality Assurance, and Administrative staff.
Coordinate services with external providers, case managers, support coordinators, and community partners.
Represent HAVE Support professionally during meetings and community events.
Qualifications Required
Bachelor's degree in Human Services, Social Work, Psychology, Healthcare Administration, Business Administration, or a related field (or equivalent experience).
Minimum of three years of supervisory experience in developmental disabilities, behavioral health, healthcare, or human services.
Experience supervising multidisciplinary teams.
Excellent communication, leadership, and organizational skills.
Strong problem-solving and conflict resolution abilities.
Valid driver's license with reliable transportation.
Preferred
Experience working with Maryland DDA programs.
Knowledge of COMAR regulations and Medicaid services.
Experience with person-centered planning.
Experience managing residential and community-based services.
CPR/First Aid certification (or ability to obtain).
