  • Leads strategic workforce planning for a mixed team of civilian, military, and contractor personnel, including managing on-boarding, training, and optimizing staffing models within a secure, matrixed organization.
  • Directly manages and deconflicts the executive's calendar to optimize leadership's time and priorities.
  • Establishes and manages reporting frameworks, dashboards, and business intelligence platforms, which involves using advanced analytical methods to synthesize performance metrics, provide key operational insights, and drive executive decision-making.
  • Conducts independent audits of administrative and operational workflows to identify gaps, streamline business processes, and ensure full compliance with White House Military Office (WHMO), Executive Office of the President (EOP) initiatives.
  • Directs the life cycle of complex programs, from translating highly technical IT requirements into actionable business strategies, to overseeing project schedules, milestones, and deliverables in alignment with presidential IT initiatives.
  • Formulates, executes, and monitors multi-million-dollar budgets and spending plans for IT portfolios, including ensuring strict compliance with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplemental (DFARS).

  • This is a National Security Position. Incumbent shall obtain and maintain a current Top Secret (TS) security clearance based upon a T5 Background Investigation and be eligible for access to TS/Sensitive Compartmented Information (SCI).
  • Prior to reporting for duty, the incumbent must be approved for Presidential Support Duty (PSD) in accordance with Department of Defense Directive 5210.55 (PSD Category II, minimum).
  • Prior to selection, the applicant must be pre-screened for PSD suitability. The applicant must obtain and maintain PSD approval to remain eligible to hold the position
  • This is a drug testing position.
  • This is a Mission Essential position.
  • This position may require travel away from their normal duty station to other locations within the continental United States up to 25% of the time.

Qualifications
Time in Grade:
For entry at the GS-12 grade level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.
For entry at the GS-13 grade level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.
Specialized Experience:
For the GS-12 grade level, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.
For this position, specialized experience at the GS-12 grade level is defined as: Experience executing, managing, and coordinating day-to-day administrative, fiscal, or operational functions for an organizational unit within a high-tempo national security environment. This includes administering program budgets, tracking project milestones, facilitating workforce onboarding, or analyzing workflows to improve operational efficiency.
For the GS-13 grade level, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.
For this position, specialized experience at the GS-13 grade level is defined as: Experience demonstrating the ability to provide senior-level management and coordination of a directorate's administrative, fiscal, and operational infrastructure within a high-tempo national security environment.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
