Job description

The Director of Home-Based Services leads the planning, coordination, and oversight of statewide early childhood home-based programs. This role ensures compliance with all regulatory requirements, meets contract goals, and drives high-quality services for children and families. The Director collaborates with leadership, funders, and community partners to support program success and achieve positive outcomes.
Candidate qualifications:
  • Master's degree in Social Work, Human Services, Psychology, Family & Child Studies or a closely related field required.
  • Illinois Gateways to Opportunity Level 5 Family Specialist credential required OR must obtain within 18 months of employment.
  • A minimum of three years of experience in Early Head Start/Head Start or a similar program required.
  • A minimum of three years of experience in reading, interpreting and following government regulations required.
  • A minimum of five years of experience managing large projects required.
  • Ability to communicate in both English and Spanish required.
  • Ability to drive and access to a personal vehicle required.

Job Responsibilities:
  • Works with management teams, other staff and the community to ensure the consistent implementation of high quality, comprehensive home-based services to children and families.
  • Works closely with Vice President and Senior Director on program design, planning, management, evaluation and data analysis to ensure measurable outcomes in programming.
  • Oversees implementation of strength-based, family-centered approach, and child and family outcomes and impact.
  • Plans, directs, and coordinates activities of program to ensure that goals and objectives of programs are accomplished within timeframe and funding parameters.
  • Guides and directs management to develop and implement program goals and policies.
  • Supervises Home-Based Program Managers and ensures performance of their duties on a regular basis, including implementing the agency's personnel policies and practices. This includes hiring, appraisals, leaves, promotions, salary changes, terminations, and documentation of all personnel actions.
  • Develops relationships with external community-based organizations, local/state officials, community leaders, and point of services (POS) agencies to support meeting the needs of children and families served in the program.
  • Ensures alignment of the annual budget with the program's 5-year goals and objectives.
  • Participates in the development and management of the program budget, including monitoring and approving program expenses; works closely with agency departments and staff to ensure accuracy and timeliness of fiscal reporting.
  • Assists in grant applications, as well as monthly, quarterly and annual reports and other essential documents and correspondence as required by funding sources and by Brightpoint

  • Compensation: Salary: Range is between $85k - $90k per year, offers are commensurate with experience and bilingual candidates may receive additional compensation. The salary range provided represents our current estimate for this role at the time of posting and is subject to change. The final salary will be determined based on a range of factors, including but not limited to, a candidate's relevant experience, education, qualifications, skills, certifications, and alignment with organizational needs.
