Job Duties:
The University of Wisconsin Oshkosh is seeking a collaborative and innovative Instructional Designer & Learning Technology Specialist to support the READY RURAL initiative. This position serves as the lead for instructional design, educational technology, digital learning, and multimedia development, partnering with faculty and subject matter experts to transform content into engaging, accessible, and workforce-focused learning experiences.
In this role, you will design and develop high-quality instructional materials for online, hybrid, face-to-face, simulation, mobile, and partner-based learning environments. You will create innovative learning resources that support rural healthcare education, including topics such as telehealth, virtual care, remote patient monitoring, behavioral health, home-based care, interprofessional practice, care coordination, and workforce readiness. The position also supports the development of stackable credentials, continuing education offerings, faculty development resources, and workforce training programs.
The successful candidate will provide consultation and support to faculty and staff on instructional technologies, digital learning tools, accessibility, and inclusive teaching practices. Responsibilities include developing multimedia resources such as instructional videos, simulations, interactive learning modules, digital toolkits, and tutorials, while ensuring all learning materials meet quality and accessibility standards.
This position also plays a key role in managing instructional design and media development projects by coordinating timelines, maintaining documentation and reusable resources, training faculty and project personnel on educational technologies, and supporting the collection and interpretation of data to continuously improve learning experiences and program effectiveness.
Universities of Wisconsin also offers an extremely competitive benefits package for 2026 that includes:
  • Health plans, currently starting at $45 per month.
  • 176 hours of vacation per year (prorated for start date).
  • 36 hours of personal holiday, and 9 legal holidays (prorated for start date).
  • 176 Hours of sick leave for first 18 months. After this period, employees can earn up to 96 hours per fiscal year. Accumulates without limit and does not expire.
  • Paid parental leave after six months of continuous employment.
  • Wisconsin Retirement System (pension) with 7.2% employer contribution for 2026.

This position is funded through the READY RURAL grant and is initially offered as a one-year fixed-term appointment. The appointment is renewable annually for up to four years, contingent upon continued grant funding, satisfactory performance, and program needs.
Key Job Responsibilities:
  • Applies project management principles to course or media design such as defining project scope, establishing milestones, and tracking progress
  • Provides pedagogical consultation services for instructors and staff on instructional toolsand technologies, best practices for digital instructional content, and institutional initiatives
  • Establishes and maintains collaborative relationships with instructors and other academic staff to advance excellence in teaching and learning
  • Reviews courses, media, or other learning products for quality using industry standardsand accessibility best practices
  • Trains and supports instructors and staff to leverage technology and teach implement pedagogy effectively
  • Works with campus partners across pre-production, production, and post-production stages of media development for implementation in courses and other campusinitiatives
  • Creates and maintains documentation on pedagogy, course or media design, templates, instructional technologies, and curates a library of shareable resources
  • Designs and develops learning activities and course content using instructional technologies to foster inclusive and equitable student experiences

Required Qualifications:
  • Bachelor's degree in Instructional Design, Educational Technology, Curriculum and Instruction, Learning Design, Media Production, Healthcare Education, or related field
  • Experience designing online, hybrid, technology-enhanced, or multimedia learning experiences.
  • Experience with learning management systems, digital learning tools, instructional technologies, or media production tools.
  • Experience consulting with faculty, instructors, trainers, or subject matter experts.
  • Strong project management, communication, organization, and technical problem-solving skills.

Preferred Qualifications:
  • Master's degree in instructional design, educational technology, learning sciences, curriculum and instruction, healthcare education, or related field.
  • Experience supporting healthcare education, simulation-based education, workforce development, continuing education, or academic-practice training.
  • Experience with tools such as Canvas, Articulate 360, Adobe Creative Cloud, Camtasia, H5P, video platforms, virtual simulation tools, or similar systems.
  • Experience with accessibility standards, Universal Design for Learning, inclusive pedagogy, and AI-assisted instructional design.
  • Experience supporting telehealth, digital health, Virtual Care, or simulation learning environments.
