Job description

JOB DESCRIPTION/DUTIES:

The Policy Analyst will support the National Institutes of Health (NIH), Fogarty International Center (FIC), by providing research, policy analysis, grants management, program evaluation, scientific communications, and administrative support to the Division of International Science, Policy, Planning, and Evaluation (DISPPE) and the Division of International Training and Research (DITR). The successful candidate will collaborate with multidisciplinary teams to support global health research initiatives, scientific publications, policy development, grant programs, and international research activities while ensuring continuity across multiple high-priority portfolios. The position has evolved significantly due to organizational restructuring and now supports a broad range of scientific, operational, and policy functions beyond the original Statement of Work.

* Conduct research and policy analysis to support global health research initiatives, international research programs, and scientific policy development.

* Support the Center for Global Health Studies (CGHS) by coordinating scientific projects, research activities, and stakeholder communications.

* Conduct quantitative and qualitative program evaluation activities, including data collection, analysis, interpretation, and reporting.

* Retrieve, organize, analyze, and report grant and portfolio data using NIH grant management systems, including Query, Visualize, Report (QVR), Microsoft Excel, and other reporting tools.

* Prepare technical reports, executive summaries, briefing documents, Congressional materials, fact sheets, two-pagers, presentations, and scientific communications products.

* Draft, edit, and coordinate scientific manuscripts for publication in peer-reviewed journals.

* Conduct literature reviews using PubMed, Web of Science, and other scientific databases to support manuscripts, evaluations, and policy initiatives.

* Develop communication materials and visual products using Microsoft Office Suite and Adobe Acrobat to support dissemination of research findings.

* Support NIH appropriations and Congressional Justification activities by coordinating with the NIH Office of Legislation, Policy, and Analysis (OLPA).

* Serve as a liaison between Fogarty program staff, NIH offices, investigators, awardees, and external stakeholders regarding policy initiatives, research activities, and program transitions.

* Coordinate activities supporting HIV Implementation Science Networks, including the Long-term Implementation Science Network (LISN) and the Adolescent HIV Implementation Science Alliance (AHISA).

* Support grant administration activities for multiple research and career development programs, including application intake, file preparation, applicant communications, review coordination, note-taking, and award administration.

* Coordinate pre-review and post-review activities for NIH grant applications in accordance with NIH review processes.

* Organize and manage large volumes of grant applications and supporting documentation while maintaining accurate tracking systems.

* Monitor evolving NIH and HHS policy requirements and assist program staff with implementing updated guidance, documentation requirements, and review procedures.

* Analyze scientific, policy, and programmatic information to support leadership decision-making.

* Attend meetings, prepare agendas, document meeting minutes, track action items, and coordinate follow-up activities.

* Collaborate with multidisciplinary research teams, program officers, and senior leadership to support strategic initiatives and international collaborations.

* Maintain organized electronic files, project documentation, and records supporting research, grants management, and policy activities.

* Perform other duties as assigned.

EDUCATION / EXPERIENCE / EXPERTISE REQUIREMENTS:

* Bachelor's degree in Public Health, Global Health, International Health, Public Policy, Public Administration, Political Science, Epidemiology, Biology, International Affairs, Health Sciences, or a related field.

* Minimum one (1) year of experience supporting scientific research, public health, policy analysis, grants management, or program evaluation.

* Experience conducting literature reviews and synthesizing scientific information.

* Experience preparing technical reports, policy documents, scientific manuscripts, or executive briefings.

* Experience organizing complex projects involving multiple stakeholders.

* Experience analyzing qualitative and quantitative data.

* Strong analytical, organizational, and project management skills.

* Excellent written and verbal communication skills.

* Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, Outlook, and Teams.

* Ability to manage multiple competing priorities while maintaining attention to detail.

PREFERRED EDUCATION / EXPERIENCE / EXPERTISE:

* Master's degree in Global Health, Public Health (MPH), Public Policy (MPP), International Development, Epidemiology, Health Policy, or a related discipline.

* Experience supporting NIH, HHS, CDC, USAID, academic medical centers, or international health organizations.

* Experience with NIH grants management processes and federal research funding.

* Experience conducting program evaluations.

* Experience supporting scientific publications and peer-reviewed manuscripts.

* Experience using NIH grant management systems (QVR or similar).

* Experience using PubMed, Web of Science, EndNote, or other citation management software.

* Experience with Adobe Acrobat, Canva, or other communications software.

* Knowledge of global health research, implementation science, international research policy, or research administration.

* Experience preparing Congressional, executive, or leadership briefing materials.
