Job Description
The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Senior Business Analyst. This is a renewable, full-time, non-tenured, administrative position and reports to the Assistant Director for Business Analysis. The position will be located in Las Vegas or Reno, Nevada.
NSHE is comprised of eight institutions: three universities, four community colleges, and one research institute. The public system of higher education in Nevada serves over 105,000 students and 12,000 employees and continues to experience significant growth and innovation.
The Senior Business Analyst assists NSHE stakeholders in identifying and documenting their business processes and recommends refinements and improvements to those processes. The Senior Business Analyst also provides user support in complex problem analysis and resolution; designs and develops reports and data extracts that support campus business processes; develops technical specifications that support application customizations/modifications; and assists in quality assurance testing of application customizations/modifications and application upgrades.
The position serves as a bridge between the functional and the System Computing Services technical areas. As such, the position requires both knowledge of higher education and a strong technical background.
SALARY/GRADE: This position offers a competitive compensation package commensurate with the candidate's education, experience, and certification/training. In addition to base salary*, employees enjoy a comprehensive benefits package that includes:
  • Comprehensive Health Insurance: includes health, dental, vision, and life insurance. Additionally, an employer paid long term disability plan is included.
  • Outstanding Retirement Plan: professional employees are required to participate in the 401(a) Retirement Plan Alternative (RPA). Employee contributions of 19.25% are matched 100% by the employer and employees experience an immediate vesting in the plan. Employees who currently or previously participated in Public Employees Retirement System (PERS) of Nevada may be eligible to continue in the PERS plan.
  • Paid Leave: generous annual leave (accrual of 2 days per month), sick leave (granted 30 days at time of hire), 12 paid holidays, and paid family leave.
  • Education Benefit: employees and their qualified dependents may take advantage of a tuition savings benefit. Faculty may take up to six credits per semester at a reduced rate and their dependents may access an unlimited number of credits, if they meet specific criteria.

MINIMUM QUALIFICATIONS:
  • A bachelor's degree and six (6) years of relevant experience are required; OR ten (10) years of direct, relevant experience. Relevant experience refers to work in higher education environments such as student enrollment services, human resources, or administrative services.

KNOWLEDGE, SKILLS, AND ABILITIES: Successful candidates must possess the following knowledge, skills, and abilities. Recommend that applicants for this position address some of the following elements in the resume or cover letter:
  • An understanding of key business functions in higher education. Such business functions include student enrollment services (e.g. recruiting, admissions, registration, financial aid, student financials, retention, advising), human resources (e.g. recruiting, applicant processing, staff development, payroll, employee records) or administrative services such as accounting, procurement and budgeting.
  • An understanding of information systems in higher education to support the functions above.
  • Ability to translate business process redesign and automation into administrative efficiencies.
  • Ability and experience in aligning data, policies, workflows and information systems.
  • Ability to learn new technologies and the flexibility to adapt them to NSHE IT processes.
  • Creative ability and experience in addressing technological, organizational and services challenges.
  • Ability to work with diverse individuals in a tactful, productive manner.
  • Excellent oral and written communication skills, specifically with respect to consensus building, presentation of ideas and plans, and project participation.
  • Excellent interpersonal skills and an end-user service orientation.

RESPONSIBILITIES: The duties of this position will include, but not be limited to, the following areas of responsibility:
  • Understand the impact of the client's processes on application capabilities, and make recommendations that help solve their business problems in the most efficient and effective manner.
  • Serve as both the functional expert and the developer of technical specifications in the creation of technical solutions for identified client business needs.
  • Effectively communicate user needs to the IT community, to align stakeholder expectations with resource availability and application capabilities and to keep all involved parties informed and coordinated on project progression.
  • Serve as Project Lead for IAS on many IT projects that have a direct impact on the business applications SCS supports.
  • Assist clients in developing effective testing scripts and helps to ensure that applications are well tested.
  • Act as liaison between the campus functional user and the SCS technical staff, turning business requirements into technical specifications so other IT staff can use these technical specifications to modify existing or develop new application functions.
  • Review technical specifications developed by junior staff.
