Job description

Koniag Data Solutions, LLC, a Koniag Government Services company, is seeking a Senior Level IA Security Admin Support to support KDS and our government customer at Joint Base San Antonio, TX. This position requires the candidate to be able to obtain a Public Trust. This position is for a Future New Business Opportunity.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Provides senior-level leadership and strategic direction for the Defense Health Agency's Information Assurance and cybersecurity programs across its global network of military hospitals, medical clinics, and dental clinics.
  • Serves as a top-tier expert responsible for shaping and overseeing the implementation of DHA's comprehensive cybersecurity strategy.
  •  Leads the development and continuous improvement of DHA's overarching information assurance and security architecture, ensuring alignment with DoD cybersecurity requirements, Risk Management Framework (RMF), NIST guidelines, and various DoD strategies including Zero Trust, ICAM, Digital Modernization, and Cybersecurity Reference Architecture.
  • Directs the design and implementation of advanced, enterprise-wide security solutions to protect DHA's complex IT infrastructure, encompassing approximately 250,000 end-user devices, 3,000 physical and virtual servers across 250 sites worldwide.
  • Oversees the integration of cutting-edge security technologies and methodologies to address evolving cyber threats.
  • Provides high-level strategic guidance to DHA leadership on cybersecurity matters, including risk management, resource allocation, and long-term security planning.
  • Collaborates with executive stakeholders to align security initiatives with overall organizational objectives and to secure necessary resources for critical security programs.
  • Leads the development and oversight of comprehensive security governance frameworks, including policies, standards, and procedures.
  • Ensures these frameworks are adaptable to emerging threats and technologies while maintaining compliance with DoD and federal regulations.
  • Directs enterprise-wide security assessments, including advanced threat modeling, red team exercises, and strategic vulnerability management programs.
  • Provides executive-level insights on the organization's security posture and oversees the development and execution of strategic remediation plans.
  • Spearheads the organization's security incident response capabilities, ensuring rapid and effective responses to high-level security incidents.
  • Leads post-incident reviews and directs the continuous improvement of incident response processes.
  • Oversee the implementation of sophisticated identity and access management strategies, including the adoption of zero trust architectures and advanced authentication mechanisms.
  • Directs efforts to enhance and mature DHA's Public Key Infrastructure (PKI) and Public Key Enabling (PKE) capabilities.
  • Leads cross-functional initiatives to embed security into all aspects of DHA's IT operations, from system design and development to deployment and maintenance.
  • Champions the adoption of secure DevOps practices and other modern security paradigms.
  • Represents DHA in high-level inter-agency cybersecurity forums and collaborates with external partners to enhance the overall security posture of the military health system.
  • Serves as the primary liaison with DoD cybersecurity authorities on strategic security matters.
  • Mentors and develops the next generation of cybersecurity leaders within DHA, fostering a culture of security excellence and continuous improvement.
  • Oversees the development and delivery of advanced security training programs for both technical and non-technical personnel.

Education: 

  • Master's degree in Cybersecurity, Information Security, Computer Science, or a related technical field. Ph.D. preferred.
  • Advanced security certifications (e.g., CISSP, CISM, CRISC, or equivalent) are required.

Experience:

  • 12+ years of progressive experience in information assurance and cybersecurity, with at least 8 years in senior leadership roles managing enterprise-level security programs.
  • Must have a proven track record of implementing and overseeing comprehensive security strategies in large, complex environments, preferably within DoD or healthcare sectors.
  • Extensive experience in DoD security regulations, RMF processes, and strategic cybersecurity planning is essential.
