About the Job: Lutheran World Relief is seeking a Project Manager to lead the anticipated Consultancy for the Development and Implementation of the Social Registry Computer System.

The position will be based in El Salvador or regional location and will report to the Director for Central America. Actual hiring is contingent upon signed agreement and IDB and Government of El Salvador approval.

Objectives of the Consultancy Team Include:

  • Develop a robust, scalable technology platform that serves as a basis for interoperability between government institutions, ensures continuous data updates, and provides analytical tools for decision-making.
  • Implement standardized data collection, validation, and management processes that ensure the quality and reliability of socioeconomic information on households.
  • Establish security and privacy protocols that protect citizens' personal data, optimizing the allocation of public resources and improving the effectiveness of social policies in El Salvador.
  • Deliver and execute a training plan.
  • Provide software support and knowledge transfer for 8 months.

Responsibilities:

  • Lead overall coordination with IDB counterparts, the Ministry of Finance, and other government stakeholders.
  • Manage the implementation plan and ensure timely delivery of project milestones.
  • Oversee reporting and alignment with donor and government requirements.
  • Supervise the consultancy team and provide guidance to technical staff.
  • Monitor risks, budget, and quality assurance processes.

Requirements:

  • University degree in Engineering/Bachelor's degree in Computer Systems, Administration, Industrial Engineering, or related fields
  • Minimum of 8 years of experience in managing complex technology projects.
  • Knowledge of agile and traditional methodologies (PMBOK, Scrum, etc.)
  • PMP, PRINCE2, or equivalent certification is desirable.
