General Summary
The Senior Manager Clinical Informatics is accountable for the delivery of value-added health care informatics and technology which supports the strategic plan of the organization and achieves clinical, financial and service quality objectives. This position organizes and manages teams, risks, costs, and communication at all levels of the organization. This role may include responsibility for the management of other informatics management resources and provide local leadership to one or more facilities.
This role is accountable for the quality of informatics services delivered, for the competency and performance of clinical informatics nurses, and for designing and maintaining systems to support multidisciplinary team functioning and continuity of services within UMMS.
Principal Responsibilities and Tasks
- The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. These are not to be construed as an exhaustive list of all job duties performed by personnel so classified.
- Develops, manages and evaluates the delivery of clinical informatics services which enables the effective obtainment of clinical, financial and service quality objectives.
- In collaboration with medical staff leadership, assesses requirements for clinical informatics to meet changing patient population requirements. Plans strategies and services to meet UMMS objectives. Communicates long and short term plans and objectives to staff.
- Ensures excellence of clinical informatics service, including meeting or exceeding medical center requirements, improving clinical outcomes and achieving productivity and expense reduction goals. Assures that programs, services and staff performance meet regulatory requirements and professional standards.
- Develops effective administrative, coordination and communication systems. Ensures effectiveness of department operations.
- Plans, executes and finalizes projects according to timeline and budget.
- Uses a variety of data and information resources to assess evolving program requirements and evaluate program performance. Collaborates with multidisciplinary team members to assess, redesign and continually improve effectiveness and productivity of clinical programs.
- Anticipates and identifies complex clinical process and informatics issues, monitors and measures the risk factors. Communicate risk factors to executives and stakeholders. Manages projects to ensure the implementation of continuous quality control of process and deliverables.
- Builds effective networks of internal and external subject matter experts including executives.
- Meets with stakeholders and executives to review solutions and issues and to gain commitment on recommendations.
- Identify barriers to change and accept and manage ambiguity/complexity. Effectively guides teams in dealing with change barriers and program constraints. Assumes a leadership role in managing the quality of services provided within the organization.
- Implements systems to assess and respond to customer perceptions of service. Is visibly involved in obtaining customer feedback, incorporating customer requirements into service design and requiring staff performance which meets customer requirements.
- Implements systems to manage and improve the performance of processes.
- Teaches and coaches staff in effective process analysis and improvement techniques and in using data to assess and improve unit performance.
- Manages human and fiscal resources to meet financial goals and achieve identified outcomes.
- Effectively participates in the development, communication, monitoring and management of department salary, non-salary and capital budgets.
- Assures maximal effectiveness and efficiency of staffing plan for department.
- Develops and implements strategies which support departmental excellence.
- Develops and implements effective human resource management strategies.
- Directs systems for recruitment, selection, orientation, competency validation, professional development and staff recognition.
- Creates effective performance management systems which provide clear expectations to staff in all roles, support staff participation in peer feedback and effectively address individual and group performance outcomes.
- Creates an atmosphere which fosters team work and open communication among staff. Models effective behaviors as a facilitator, coach and group leader.
- Creates a department based climate which values and supports diversity and demonstrates career development and promotion of minority staff.
- Effectively uses, interprets, applies and communicates data and information from multiple sources which effect medical center programs. These data sources include financial reports, clinical and service quality data, human resource data and information from the external market. Effectively interprets changes in key indicators for staff and directs staff in applying information to changes at the unit level.
- Interprets organizational goals and objectives to staff. Translates organizational mission, values and priorities into goals and objectives at the unit level. Identifies implications of external environment for the organization and unit. Facilitates staff discussion and response to issues which effect nursing practice and care delivery.
- Supports innovation in clinical practice and care delivery systems by staying current with innovations and literature in healthcare informatics and care delivery. Disseminates and incorporates research findings into practice.
- Interprets organizational goals and objectives to staff. Translates organizational mission, values and priorities into goals and objectives at a departmental level. Identifies implications of external environment for the organization and unit. Facilitates staff discussion and response to issues which effect healthcare practice and care delivery.
Work Experience
Education and Experience
- Bachelor's degree in nursing or other clinical specialty (such as respiratory, physical, or occupational therapist or speech language pathology) is required. Master's degree with clinical specialist, management coursework or business management is preferred.
- Clinical license is the State of Maryland or eligibility for licensure due to compact state agreements is required.
- Five (5) years of progressively responsible experience and experience in leading enterprise projects is required.
- Three (3) years of clinical experience required.
Knowledge, Skills and Abilities
- Demonstrated success in a clinical leadership role required.
- Ability to demonstrate knowledge and skills necessary to provide care appropriate to the patient population(s) served. Ability to demonstrate knowledge of the principles of growth and development over the life span and ability to assess data reflective of the patient's requirements relative to his or her population-specific and age specific needs.
- Demonstrated highly effective verbal and written communication skills. Demonstrated effectiveness as a group leader and participant. Demonstrated ability to collaborate with multiple members of the health care and administrative leadership team.
- Demonstrated ability to think critically, develop conceptual designs for clinical services and plans and organizes successful projects.
- Demonstrated ability to organize and lead multiple enterprise projects.
- Proficiency in planning and managing large software implementation projects and managing in-house contracted resources.
- Demonstrated leadership ability and effectiveness in mentoring, training, evaluating and monitoring management and technical resources successfully is required.
Required Physical and Environmental Demands
- Ensures patient safety in the performance of job functions and through participation in hospital, department or unit patient safety initiatives.
- Corrects observed risks to patient safety and reports adverse events and near misses to appropriate management authority.
