Job Description
The Program Director for Childcare Apprenticeships is responsible for providing strategic leadership, administration, and oversight of a statewide childcare apprenticeship program by ensuring program effectiveness, student success, regulatory compliance, and long-term sustainability. The role directs program evaluation, enrollment management, stakeholder engagement, and apprenticeship operations across multiple hubs; serves as the primary liaison with the Department of Labor (DOL); and collaborates with employers, community partners, and training providers to support high-quality instructional delivery and workforce development. Responsibilities include managing grants, contracts, and budgets; securing and administering funding; ensuring compliance with grant and apprenticeship requirements; overseeing curriculum, course scheduling, and instructor support; and supervising staff through hiring, performance management, professional development, and resource allocation to achieve program goals and deliver positive outcomes for apprentices and employers.
Job requires travel approximately two days a week to various childcare programs throughout the state, as well as to conferences and other locations to host vendor tables.
This is a full-time, grant-funded exempt position and the length of the assignment is dependent on continued funding. The Program Directors reports to the Dean of with Behavioral and Social Services and directly supports instructors.
Employees of Harford Community College, including instructors for online and virtual courses, must be residents of Maryland or the contiguous states of Delaware, Pennsylvania, Virginia, West Virginia or the District of Columbia; non-residents are expected to relocate to meet this requirement.
Applicants must be currently authorized to work in the United States, as the College does not offer Visa sponsorship for this position.

Must be available to start by September 14, 2026 Required Education
Bachelor's degree in early childhood education or closely related field


Required Experience
  • Minimum of five years of experience in early childhood education or related adult education
  • Project Management experience
  • Minimum of one year of leadership experience (leading taskforces, committees, projects, etc)

Required Knowledge, Skills, & Abilities
  • Knowledge of data collection and assessment
  • Ability to network within the Early Childhood Community
  • Ability to work in a diverse and underserved population
  • Excellent team management and interpersonal skills

Preferred Qualifications
  • Master's Degree in Early Childhood Education or closely related field
  • Grant and budget development and management experience.
  • Knowledge of Maryland Child Care Licensing requirements
  • Knowledge of Maryland Department of Labor Registered Apprenticeship policies and procedures
  • Experience with online instruction
  • Spanish-language skills

Hours per Week 40 - 100% General Weekly Work Schedule
Job requires travel approximately two days a week to various childcare programs throughout the state, as well as to conferences and other locations to host vendor tables.
