Position Overview:

The Department of Healthcare and Family Services, Division of Child Support Services is seeking a qualified and motivated candidate to fill the role of Management Systems Specialist in the Operations section. This position will provide agency management with “front end” technical assistance in the development, maintenance, and coordination of a computer-based management information system. Excellent verbal and written communication skills regarding the presentation of technical information are a must. The candidate should also possess strong customer services skills. Essential Functions
  • Under general direction, provides agency management with high level “front end” technical assistance in the development, analysis, interpretation, evaluation, modification, and installation of comprehensive management information systems
  • Plans, directs, and educates Division staff in the use of personal computer applications, including Access databases, Excel spreadsheets, and Mobius access groups
  • Advises management on feasibility and implication of proposed policy and procedural changes as they relate to the LAN/WAN
  • Analyzes DCSS operations
  • Monitors the Resource Access Control Facility (RACF) system and its processes
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
  • Requires either a master's degree in business or public administration or a closely related field, and preferably including course work in systems analysis, accounting, computer science, and statistics; requires (2) two years of professional experience in public or business administration OR a bachelor's degree in business or public administration or a closely related field, and preferably including course work in system analysis, computer science and statistics; requires (4) four years of experience directly related to the development, maintenance, and coordination of a computer-based management information system
Conditions of Employment
  • Requires completion of a background check and self-disclosure of criminal history
  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate
  • This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
