Summary
This position is location in the Office of Healthcare Inspections (OHI), Office of Inspector General (OIG), Department of Veterans Affairs (VA).

Help
As the Deputy Asst Inspector General for Healthcare Inspections, you will:
  • Provide the Inspector General, Congress, the VA Secretary, and the VA Under Secretary for Health with clear and objective assessments of the quality of health care provided by VA throughout the nation.
  • Develop and maintain an OHI strategic plan to compliment the OIG strategic plan and ensures that the yearly OHI work plan is designed to report on those items that most align with OIG priorities.
  • Direct all aspects of the reporting of OIG inspection results through the cyclical review products, Hotlines reports, National Reports, and mental health reviews to ensure these reporting instruments meet the goals of the OHI work plan.
  • Direct the appropriate changes to the management of cyclical review products, Hotline reports, National Reports, and mental health reviews to ensure that best practices are employed from the determination of project goals through the publication of high quality reports.

Qualifications
Mandatory Qualifications Requirements: Applicants must demonstrate that they meet the Basic Requirements, Executive Core Qualifications (ECQs), and Technical Qualifications (TQs) in their resumes. Candidate must also submit proper documentation as verification of the Educational Requirements.
A. Basic Requirement: As a basic requirement for entry into the SES, applicants must provide evidence in their resume of progressively responsible executive level leadership and supervisory experience that is indicative of senior executive level management capability. Typically, experience of this nature will have been gain at or above the GS-14 or 15 grade levels in the federal service or its equivalent in the private sector.
B. Technical Qualifications: Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
  • TQ 1: Ability to direct and manage a comprehensive nationwide inspection or evaluation program.
  • TQ 2: Experience in the management or delivery of health care.

C. Executive Core Qualifications (ECQs):In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.
There are five ECQs:
ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding -
This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
Education
Undergraduate and Graduate Education: Major study hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

Background Investigation: To ensure the accomplishment of its mission, VA-OIG requires every employee to be reliable and trustworthy. CONDITIONS OF EMPLOYMENT:
  1. Citizenship: The selected applicant must be a US Citizen or US National. Proof of citizenship will be required prior to selection.
  2. Drug Testing: All applicants tentatively selected for an SES position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment. After appointment, the selectee will be subject to random testing for illegal drug use.
  3. Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the SES must have their executive core qualifications approved by the Office of Personnel Management Qualifications Review Board and will be required to serve a 1-year probationary period.
  4. Mobility: Individuals selected for SES positions may be subject to reassignment across geographic, organizational, and functional lines.
  5. Background Investigation: This position is designated as Critical Sensitive and requires a background investigation and favorable adjudication for Top Secret clearance.
  6. Financial Disclosure: Senior Executives are required to comply with the Ethics in Government Act, as amended, which requires the submission of a public financial disclosure statement, OGC-278, upon assuming an SES position, annually, and upon separation from employment.
  7. Selective Service: If you are an applicant who was born male after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment.
