JOB SUMMARY
The role of the Network Infrastructure Specialist is to manage network connections and computer software systems, to ensure high levels of availability and security of the supported business applications and to ensure the stability and integrity of voice, data, video, mobile and wireless network services.
Position provides networking, technical troubleshooting support, request fulfillment and mobile communications configuration and placement including, but not limited to: public safety network and software access control, Mobile Data Terminal (MDT) provisioning, user coaching and problem solving. Designs, implements and supports information systems for the City.
This position is responsible for performing systems/network analysis, business process analysis, needs assessment and design of Information Technology solutions. Responsibilities include coordinating activities between the City departments and the City’s Information Technology Department and outside vendors to ensure the integration of technology systems and enterprise applications. Provides expertise in the planning, development and control of data systems and workplace automation.
SUPERVISION RECEIVED AND EXERCISED
This position receives direction of the Network Infrastructure Supervisor and requires the exercise of considerable independent judgment and initiative. Assignments are received in the form of general objectives and the employee is expected to define priorities and develop methods and routines.
EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES - Essential and other important duties and responsibilities may include, but are not limited to, the following:
Assist in the design and deployment of City LANs, WANs and wireless networks, including servers, routers, hubs, switches, UPSs and other hardware.
Participate with the planning, design, installation, monitoring, maintenance, support and optimization of all network hardware, software and communication links.
Implements and maintains various public safety information technologies and systems including but not limited to Computer Aided Dispatch (CAD), Records Management Systems (RMS) for Police, Fire and EMS, mobile computer applications, Radio Management, body-worn cameras and access control systems.
Support public safety applications in shared environments within the City and within environments shared with public safety partners.
Provide technical support to Technicians, Application Specialists and end users.
Maintain and configure communication services.
Participate in and support capacity planning and the development of long-term strategic goals for systems and software.
Create and maintain documentation as it relates to network configuration, network mapping, processes and service records.
Research and evaluate hardware and software; recommend and justify purchase suggestions; work with vendors on the installation, operation and maintenance of public safety hardware and software.
Position serves as an initial resource to triage, troubleshoot, service, resolve and/or escalate technical issues as it relates to public safety systems and equipment, including networking and communications equipment.
Design, implement, test and support information systems technology for public safety.
Install, maintain and update related networking, hardware and software equipment.
Administer the identities and rights of users to public safety hardware and software systems.
Follows Criminal Justice Information Services (CJIS) guidelines as it applies to public safety systems.
Back up file servers, application systems and databases in order to enable restoration of system operation in the event of a system or user failure.
Coach individual users on the usage of public safety hardware and software.
Provide advanced end-user support including researching user complaints, researching issues, answering technical questions and assisting with application revisions or problems.
Assess, troubleshoot and follow established guidelines in escalation of hardware, software and network problems.
Manage the interfaces with public safety and other external databases and systems.
Maintain a variety of records and/or documentation on City technology.
Operate and administer Information Technology and telecommunications management tools.
Manage databases maintenance activities including data backup, data security, data recovery, implementation of business rules and triggers and performance monitoring.
Respond to emergencies and after hour calls as required.
Maintain effective audio-visual discrimination and perception needed for:
  • making observations
  • ability to focus and read printouts, computer screens and other written material
  • operating assigned equipment
  • communicating with others over the telephone and in person.

Maintain mental capacity which allows the capability of:
  • interpreting work orders and directions.

Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following:
  • walking, standing, stooping, kneeling or sitting for extended periods of time
  • elevating and moving various equipment and materials
  • bending at both waist and knees
  • reaching with arms above the head
  • lifting up to thirty-five (35) pounds
  • operating assigned equipment including a motor vehicle.

Performs other related duties as assigned.
QUALIFICATIONS
Basic Knowledge of AC/DC circuits and circuit boards preferred.
EXPERIENCE AND TRAINING GUIDELINES – Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Three (3) years of increasingly responsible professional Information Technology experience.
Three (3) or more years of increasingly responsible experience as a Windows Server Administrator.
Three (3) or more years of increasingly responsible experience of Network Administration.
Experience utilizing virtualization technologies in an Enterprise environment preferred.
Training:
Possession of a Bachelor's Degree from an accredited college or university in Information Technology or closely related field.
An equivalent combination of education and experience sufficient to successfully perform a particular subset of the essential duties of the job such as those listed above.
License or Certificate:
Possession of an appropriate Texas Class C Driver’s License.
Microsoft Certified Systems Engineer (MCSE) Certification or equivalent.
Cisco Certified Network Administrator (CCNA) Certification or equivalent.
Information Technology Infrastructure Library (ITIL) certification a plus.
