Job description

The Product Manager will provide product leadership and strategic direction for a cross-functional scrum team supporting a legacy application modernization effort for the Department of Veterans Affairs (VA).
This role is responsible for defining the product vision, strategy, and roadmap for the migration of a legacy Java enterprise application from VistaLink/RPC calls to a modern REST-based appointment platform. The Product Manager partners with Full Stack Engineers, a DevOps Engineer, an Experience Designer, VA stakeholders, and DocMe360 delivery leadership to deliver high-value capabilities. The Product Manager ensures that product investments are aligned to mission objectives, veteran and staff user needs, and measurable outcomes while maintaining transparency, accountability, and continuous value delivery.
The VA requires this candidate to be a U.S. citizen.
Responsibilities:
  • Product Strategy & Vision
    • Define and communicate a clear product vision for the legacy-to-REST migration aligned to VA mission and veteran/staff user needs
    • Develop and maintain a prioritized product roadmap based on value, impact, and feasibility
    • Establish and track product success metrics and outcomes
    • Conduct stakeholder discovery with VA program stakeholders to inform migration priorities
  • Backlog & Prioritization Management
    • Own and prioritize the product backlog to ensure alignment to VA and target system integration needs
    • Translate migration requirements into well-defined features, epics, and user stories
    • Balance new feature development with technical debt, compliance, and operational needs
    • Coordinate with VA leadership to make trade-off decisions based on impact, cost, and risk
  • Cross-Functional Collaboration
    • Partner closely with Full Stack Engineers, the DevOps Engineer, and the Experience Designer to deliver migration capabilities
    • Facilitate agile ceremonies (planning, refinement, demos, retrospectives) to ensure clarity of requirements and alignment to outcomes
    • Ensure development efforts align with defined product goals and acceptance criteria for the migration effort
  • Stakeholder Engagement & Customer Advocacy
    • Serve as the voice of the veteran and VA staff user
    • Engage VA stakeholders to gather feedback, validate assumptions, and refine priorities
    • Communicate product progress, roadmap updates, and outcome metrics to leadership
  • Product Performance & Continuous Improvement
    • Monitor product performance and usage metrics post-migration
    • Identify opportunities to enhance usability, adoption, and business impact
    • Iterate based on data, stakeholder feedback, and evolving VA mission needs

Requirements
Education and Experience
  • Bachelor's degree in Information Technology, Health Informatics, Business, or a related field (or equivalent experience).
  • 5+ years of experience in product management, product ownership, or related roles
  • Experience defining and delivering digital products or enterprise software solutions
  • Experience leading cross-functional teams in agile environments

Product & Technical Knowledge
  • Experience with healthcare IT modernization or legacy system migration initiatives
  • Agile or delivery certifications (e.g., PMP, SAFe, CSM)
  • Experience developing product roadmaps and managing product backlogs
  • Familiarity with agile frameworks (e.g., SAFe, Scrum)
  • Experience working with the Department of Veterans Affairs

Communication & Leadership Skills
  • Strong written and verbal communication skills
  • Ability to translate mission needs into clear product requirements
  • Demonstrated ability to influence stakeholders without direct authority

Preferred Qualifications:

  • Familiarity with VA/VistA domain concepts (station numbers, DFNs, appointment scheduling workflows) or comparable federal healthcare systems
