Job description

PURPOSE OF POSITION:

The Vice President of Early Education and Care provides operational oversight, ensuring that all Head Start compliance mandates and standards for excellence are met on a daily basis. Additionally, this position ensures that the program is strategically positioned for the future.

SUMMARY

Under the general supervision of the President and Chief Executive Officer of Easter Seals North Georgia, the Vice President serves on the Executive Leadership team and provides leadership to Early Education and Care staff while ensuring that compliance with all funding mandates are met.

ESSENTIAL DUTIES AND RESPONSIBILITES (include, but are not limited to):

  • Provides leadership and direction in the creation and management of the Early Education and Care Program
  • Coordinates technical support to the Policy Council and Serves as executive mentor by facilitating training, orientation, and the committee process.
  • Represents Easter Seals of North Georgia as requested by the CEO.
  • Develops and utilizes a planning process for the Head Start budget.
  • Attends regular and emergency Policy Council meeting.
  • Facilitates the meaningful participation of Policy Council group members in review of plans, policies and procedures.
  • Develops a communication system with input from the Policy Council, Parent Committee, program staff, and other community organizations which ensures the timely dissemination and receipt of information to the President/CEO, Board of Directors, Policy Council, Parent Committee, program staff and parents related to the Head Start Program.
  • Guides, directs and authorizes the implementation of major plans, standards, and procedures, consistent with established policies approved by the Board and Policy Council.
  • Participates in activities of the Executive Team including management level decision making, developing and implementing short and long range goals, objectives, policies, procedures, budgets and the monitoring of overall program effectiveness.
  • Collects and analyzes survey data, regulatory information and demographic and employment trends to forecast enrollment patterns and curriculum changes.
  • Reviews and interprets government codes and develops programs to ensure facility safety, security and maintenance.
  • Provides timely and accurate information to parents, policy groups, staff and the community.
  • Facilitates communication between center staff and corporate office by utilizing internal mail system.
  • Facilitates staff communication through regular meetings.
  • Reviews overall Head Start program operations regularly and conveys information and outcomes to the CEO, CFO, Chief Compliance Officer, and Policy Council.
  • Communicates with persons outside the organization representing the organization to customers, the government and other external sources.
  • Develops a record keeping/reporting systems with input from the Policy Council, Parent Committee and program staff related to the Head Start Program.
  • Develops and implements a program monitoring system.
  • Directs and participates in the budgeting process to ensure that that there are appropriate resources to provide with all Head Start programs.
  • Prepares and submits budget requests or grant proposals to solicit program funding.
  • Determines allocation of funds for staff, supplies, materials, equipment and facilities, and authorizes purchases together with the Director of child Development Operations and Marketing.
  • Implements and monitors center budgets, ensuring compliance with fiscal policies and procedures.
  • Evaluates subordinates' work performance utilizing performance evaluation tools.

OTHER DUTIES:

Performs other duties as assigned by the President/CEO.

MINIMUM QUALIFICATIONS:

Possess a related Bachelor's degree in one of the following areas: Business, social science, or education. Must possess a minimum of ten (10) years of executive management experience to include budgeting, compliance oversight, strategic planning, risk management, and project management. Senior level management experience with a Head Start environment preferred.

  • Must possess the ability to supervise staff at multiple locations.
  • Must possess knowledge of budget and fiscal management.
  • Must possess excellent communications skills.
  • Must possess the ability to compose and deliver effective presentations.
  • Must possess the ability to establish working relationships within the community.
  • Must possess Knowledge of strategic planning.
  • Must possess knowledge of fundamentals of change management.
  • Must possess a valid state of Georgia Driver's license.
