Job Requirements

General Summary:

Under supervision of the Harbor City Unlimited (HCU) Program Manager, plans, organizes and directs the operations of the Rehabilitation Program (PRP or RRP) of Harbor City Unlimited. Establishes goals, objectives and standards of performance; develops and implements operating policies and procedures; interprets and ensures compliance with relevant policies, standards, regulations, and codes.

Principal Responsibilities and Tasks:

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

  1. Provides guidance and direction for program operations to ensure accurate and effective client/program services, and the efficient and effective operation of Harbor City Unlimited. This includes the formulation of operating policies and procedures that support the Community Psychiatry vision and values.
  2. Maintains quality of patient care and mental health services by direct observation and through supervision of HCU staff.
  3. Responsible for insuring that appropriate recovery-oriented rehabilitation services are in place to assist clients in developing the skills to maximize independent living in the community.
  4. Assures functions and activities to achieve program and division objectives and comply with regulatory requirements.
  5. Informs the HCU Program Manager of significant activities, needs and problems.
  6. Collaborates with the other Assistant Program Manager, HCU Business Manager and other Community Psychiatry Division Staff to ensure effective communication in providing patient services.
  7. Evaluates effectiveness of current programs and makes recommendations for enhanced services.
  8. Collaborates with the Division Quality and Compliance Coordinator and the HCU Program Manager to establish quality improvement and safety programs and implements changes as needed to improve services.
  9. Provides clinical and administrative supervision including work assignment, training, evaluation and consultation in accordance with UMMS and division policies and procedures.
  10. Assists HCU Program Manager with recruitment and hiring of program staff and development of HCU orientation
  11. Conducts annual performance evaluations of staff and implements corrective action measures when necessary.
  12. Approves requests for leave and arranges for adequate coverage when team members are absent.
  13. Implements personnel policies and counseling around use of leave, absenteeism and employee performance. 
  14. Monitors and reviews EMR documentation, or paper documentation, insuring that encounters are complete, relevant and closed within 48 hours of services provided.
  15. Determines staff educational needs and develops/plans training programs.
  16. Conducts staff meetings on a regular basis to disseminate information, interpret policies, report on the progress of the program and provide continuity among staff members and other program components.
  17. Responsible for monitoring and maintaining the environment of care of the HCU site and at the residential homes, whichever applies, and for addressing any issues that occur.
  18. Reviews program operating and capital expenditure budgets with HCU Business Manager and HCU Program Manager. Monitors expenditures to assure fiscal responsibility and accountability.
  19. Collaborates with the Division Quality and Compliance Coordinator and the HCU Program Manager to recommend and advise staff regarding compliance with standards of all the accreditation and regulatory bodies and commissions, including The Joint Commission, Federal and State of Maryland Regulations. 
  20. Represents the Division /Harbor City Unlimited on appropriate planning and administrative committees.
  21. Maintains appropriate records and statistics for administrative and regulatory purposes and supervises the maintenance of complete and accurate records.

Knowledge, Skills and Abilities:

  1. Proficient knowledge of clinical practice and theory, program planning and regulatory requirements for clinical services.
  2. Proficient supervisory skills are required including directing and managing the work of clinical and para professional staff involving determination of work priorities, auditing work quality, orienting and training, evaluation and discipline of staff.
  3. Proficient organization and problem-solving skills are required to develop/implement efficient work processes and to successfully resolve conflict-oriented situations for the common good.
  4. Highly effective verbal and written communication skills are necessary in order to work with multidisciplinary staff across HCU and the Division.
  5. Current, valid driver's license required. Not more than two points on the driving record per year permitted.
  6. Ability to demonstrate knowledge and skills necessary to provide recovery-oriented care appropriate to the patient populations(s) served. Ability to demonstrate knowledge of the principles of growth and development over the life span and ability to assess data reflective of the patient's requirements relative to his or her population-specific and age specific needs. 
  7. Proficiency in computer use including mastery of excel spreadsheets, access data base and power point presentations.

Patient Safety:

Ensures patient safety in the performance of job functions and through participation in hospital, department or unit patient safety initiatives.

  1. Takes action to correct observed risks to patient safety.
  2. Reports adverse events and near misses to appropriate management authority.
  3. Identifies possible risks in processes, procedures, devices and communicates the same to those in charge.

Education and Experience:

  1. Bachelor's degree from an accredited school in Social Work, Occupational Therapy, Clinical Psychology, Health Sciences, or a related discipline is required.  
  2. CPR certification is required. 
  3. Licensure or certification as a mental health provider in the state of Maryland is preferred.
  4. Five years of progressively responsible experience in a mental health care rehabilitation related setting is required. Prior management experience is preferred.
