The ASDS SBU Engineering Execution Team is looking for a Senior Principal Engineer to perform as an Execution Program Manager (PM) on the AMRAAM Obsolescence Program to lead the Monitoring, Reporting and Proposal Obsolescence Program.

The Execution PM will report directly to the Air Dominance Obsolescence Program Manager and will be responsible for leading a cross-functional team across several contract vehicles. The scope of work in these contracts includes monitoring of hardware, material and components to address obsolescence risks to the AMRAAM production and sustainment programs. They will be working with suppliers to ensure they are managing their obsolescence programs to proactively address issues to meet the AMRAAM delivery schedule. 

The Execution PM is responsible and accountable for the business metrics and performance within the scope chartered. This includes weekly, monthly, and quarterly reporting on Annual Operating Plan (AOP), Estimate at Completion (EAC) and Earned Value Management System (EVMS) metrics as well as establishing recovery plans if needed. To be successful, the candidate will collaborate with functional partners and influence in a matrixed environment to achieve successful management of the overarching Obsolescence scope. The PM will drive execution while promoting company values and compliance with all policies, directives, and procedures.

This is an on-site role located in Tucson, AZ.

What You Will Do

  • Lead team that proactively monitors AMRAAM bill of materials to identify obsolescence impacts across sustainment, production, development, and test equipment.

  • Develop reporting materials to senior leadership on the state of obsolescence impacts on the program.

  • Coordinate and align interactions, dependencies, and transactions between ASDS programs.

  • Develop and execute program growth strategies.

  • Understand and represent customer needs to leadership

  • Partner with program leaders to shape/capture future acquisitions

  • Build and maintain excellent relationships with the customer counterparts.

  • Actively manage risk, opportunity, cost, quality and schedule performance.

  • Travel domestically or internationally about once per year.

Qualifications You Must Have

  • Typically requires a Bachelor's Degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of ten (10) years’ prior relevant experience unless prohibited by local laws/regulations.

  • Minimum of 4 years of IPT Leadership or similar leadership role.

  • Earned Value Management System (EVMS) certification and Program Management certification equivalent to Raytheon PM Level 6 certification.

  • Experience with hardware and test equipment development, integration, verification, validation and maintenance activities within production, manufacturing, and product qualification environments.

  • Demonstrate leadership experience showing the ability to collaborate with the program office, cross-functional teams and internal/external customers.

  • Experience with program management tools such as Earned Value Management System (EVMS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), and Risk and Opportunity Management.

  • Experience with budget, schedule, Estimate at Complete (EAC) process and financial performance report generation with Test Systems Engineering or equivalent Engineering programs. Experience generating Basis of Estimates (BOE) for engineering proposals.

  • Active and transferable Secret U.S. government-issued security clearance is required before the start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

  • Experience in managing multi-disciplinary team of IPT Leads and engineers.

  • Strong influential communication and interpersonal skills with the ability to present analytic and performance results from the program to executive and/or functional leadership.

  • Experience in large program execution.

  • Experience with proposal capture and contract processes from receipt of Requests for Proposal (RFP), preparing Basis of Estimates (BOE), proposal submittal, preparing Statements of Work (SOW), contract startup, and contract close-out.

  • Experience with all the functionalities of Automation Test Equipment/Unit Under Test (ATE/UUT).

  • Program Management certification equivalent to Raytheon PM Level 5 certification.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels.
