Overview

T12 Technologies is seeking an experienced Program Manager / Team Lead to oversee all End-Use Monitoring (EUM) operations in Haiti under a contract with the U.S. Department of States Bureau of International Narcotics and Law Enforcement Affairs (INL). This key personnel position is responsible for the full programmatic and operational management of a field-based monitoring program covering approximately 15,00030,000 assets across 10 departments in Haiti, including Port-au-Prince and high-risk remote areas. The Program Manager will lead a multi-person team, coordinate directly with INL Port-au-Prince (PaP) and INL/WHP, and ensure all EUM activities comply with U.S. Government policies, the Statement of Work (SOW), and applicable regulations. This position is based in Port-au-Prince, Haiti and requires frequent in-country travel.

Key Responsibilities


Program & Team Leadership

  • Serve as the primary point of contact for INL PaP and INL/WHP on all programmatic, operational, and contractual matters related to EUM activities in Haiti.
  • Oversee and manage day-to-day performance of all contract personnel, including the DM&E Specialist and EUM Specialists, conducting regular supervision and performance reviews.
  • Possess full authority to make major implementation decisions on behalf of the contractor regarding daily contract operations and execution.
  • Recruit, screen, onboard, task, compensate, and, if necessary, terminate contracted employees in compliance with host nation labor laws and applicable FAR provisions.
  • Ensure all team members clearly identify themselves as contractors in all official interactions with the Government of Haiti (GoH) and other stakeholders.

EUM Operations & Site Management

  • Oversee all EUM tasks, including asset inspections, inventory audits, protocol improvement, asset transfer support, and security facility audits across all 10 departments of Haiti.
  • Plan and manage regular in-person, secondary, and virtual monitoring visits throughout Haiti, including to high-risk, remote, and conflict-adjacent areas.
  • Oversee biannual inspections of high-risk defense articles such as weapons, ammunition, drones, and armored personnel carriers (APCs), in addition to annual inspections.
  • Coordinate with INL PaP and GoH counterparts to schedule and facilitate access to approximately 70 defense article facilities for physical security audits.
  • Manage property delivery and receipt processes, including confirming schedules, overseeing asset tagging (barcoding), and ensuring documentation accuracy at all transfer events.
  • Ensure GoH compliance with storage requirements for equipment, ammunition, and sensitive items; provide written LDDT notifications to INL/WHP and INL PaP within 48 hours.
  • Support INL PaP in processing assets for disposal and demilitarization as required.
  • Maintain a workplace in Port-au-Prince to facilitate coordination of site visits and personnel activities.

Compliance, Reporting & Deliverables
  • Facilitate biweekly progress meetings with the COR and INL personnel via Teams to review contract performance and address challenges.
Submit monthly progress reports covering Tasks AE, including significant activities, goal/objective evaluations, action items, meeting summaries, corrective actions, and both qualitative and quantitative data.

Required Qualifications


Education

Bachelors Degree required; advanced degree in a relevant field preferred.

Experience & Requirements

Minimum five (5) years of experience in monitoring and evaluation, strategic planning, process mapping, performance management, and/or auditing and administration.
At least two (2) years of experience as a team lead or managing staff.
At least two (2) years of experience supporting overseas logistics programs, preferably OCONUS and involving defense articles.
Experience developing training materials, procedures, and policy.
U.S. Citizen with active Secret Clearance required.
Based in Port-au-Prince, Haiti (or willing to relocate).
Ability to drive armored vehicles.

Skills & Competencies

Fluency in English required; additional fluency in French and/or Haitian Creole is required.
Proficient in Microsoft Word, Excel, and Outlook.
Proven ability to produce clear, concise written reports and presentations in English.
Strong leadership, interpersonal, and team management skills in complex, high-security environments.
Excellent organizational, time-management, and communication skills.

Working Conditions

Field-based in Port-au-Prince, Haiti with frequent travel across all 10 departments, including remote and conflict-adjacent areas.
Must be physically and medically fit for field operations.
