PURPOSE OF CONSULTANCY
This requisition is for a consultancy at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO).

DESCRIPTION OF DUTIES:
PURPOSE OF CONSULTANCY
Position Title: Integrated Health Surveillance Consultant
Background and Purpose of Contract Building up on lessons learned during the COVID-19 pandemic, the Ministry of Health of Guyana has been working with PAHO in reinforcing public health emergency preparedness, prevention, and response in the country. An important aspect of this collaboration is the process of strengthening the systematic collection of significant epidemiologic data, data analyses, and timely dissemination of results to guide decision-making and implementation of interventions. Establishing strong surveillance systems is very critical to help countries monitor and evaluate disease trends and patterns, particularly of emerging and re-emerging diseases.
In 2025, with technical support from PAHO/WHO Guyana, MOH Guyana's project proposal to the Pandemic Fund focusing on One Health was approved, including an important focus on strengthening surveillance systems for early detection and response. The purpose of this consultancy is to facilitate and reinforce PAHO's support towards the coordinated implementation of integrated surveillance efforts under Guyana's One Health Project.
DESCRIPTION OF DUTIES:
General responsibilities and deliverables: Under the direct supervision of the PAHO-GUY Advisor, Communicable Diseases Control and Elimination, the consultant will provide support to the implementation of priority activities under Guyana's One Health Project pertaining to integrated surveillance across human, animal and environmental interface using a One Health framework, including surveillance of outbreak-prone 1diseases, emerging / re-emerging infections, disease elimination priorities; and capacity building at national and subnational levels, among others. These duties, functions and deliverables are outlined as follows:
1. Support the development, implementation, and periodic updating of the integrated surveillance operational plan, including workplans, timelines, milestones, etc.
2. Support the organization, reinforcement, and follow-up of integrated surveillance activities, including coordination with national authorities, and other relevant agencies, partners, and stakeholders.
3. Facilitate and support the completion of surveillance-related activities and products pertaining to the Guyana's One Health Project, including capacity-building and training.
4. Coordinate input from advisors / experts in developing surveillance guidance documents and materials
5. Facilitate and support the completion of priority activities and products pertaining to epidemiologic and laboratory surveillance programmed under the Pandemic Influenza Preparedness (PIP) Project.
6. Provide technical support on the completion of surveillance activities and products for the Disease Elimination Initiative in Guyana
7. Contribute to the preparation of technical progress reports, financial monitoring inputs, and donor narrative reports in accordance with PAHO and donor requirements.
8. Identify implementation risks, constraints, and bottlenecks, and propose mitigation actions in coordination with the project management team.
9. Ensure systematic documentation of surveillance-related lessons learned, good practices, and success stories
10. Support meetings, workshops, and technical missions related to the integrated surveillance as required.
1. Perform other related duties assigned by the supervisor to support the successful implementation of the One Health project.
Deliverables and payment schedule
The consultant will be responsible for delivering the following products/services related to abovementioned responsibilities with input from the respective project manager, the Advisor, Communicable Diseases Control and Elimination, PAHO-GUY.
***Products for Initial Contract from 15 June 2026 to 14 June 2027.***
1. Integrated surveillance operational plan and draft framework for One Health surveillance (integrated surveillance across human, animal and environmental interface) Due date: 31 July 2026. Amount: 20% of contract price
2. Draft Geographic Information Systems (GIS) training curriculum, tools, and operational protocols Due date: 30 September 2026. Amount: 20% of contract price
3. Draft Communicable Diseases Surveillance Manual Due date: 31 December 2026. Amount: 20% of contract price
4. Draft One Health surveillance guidelines, including multi-sector coordination and data-sharing protocols aligned with national IDSR system Due date: 31 March 2027. Amount: 20% of contract price .
5. Draft standardized Regional Surveillance SOPs for all 10 regions; final consultancy report consolidating results, risks, lessons learned, and recommendations. Due date: 14 June 2027 Amount: 20% of contract price .
Qualifications, experience, skills, and languages
Education requirements
(Qualifications) Essential: Master level degree in public health, data sciences, statistics, or equivalent degree related to the functions of the post, from a recognized university. Desirable: A medical degree or formal training in field epidemiology or related discipline would be an asset.
Experience requirements Essential:
At least 7 years of combined national and international experience in disease surveillance, including field epidemiology, with at least 1 year in an international setting. Desirable: Experience working with PAHO and in inter-programmatic collaborations with Ministry of Health, Non-Governmental Organizations, or United Nations Agencies would be an asset.
Languages Essential:
Fluency in English is required

The incumbent will be expected to perform this position's duties and responsibilities remotely, with periods of travel / in-country presence in Guyana
Technical Knowledge and Skills
Essential:
• Strong knowledge and skills, and experience in any of the following areas: health information management systems such as DHIS 2; integrated surveillance across human, animal and environmental interface; surveillance of outbreak-prone diseases, emerging / re-emerging infections, and disease elimination priorities; and capacity building at national and subnational levels
• Excellent organizational and analytic skills combined with strong oral and writing skills in the development of reports, oral presentations, and technical / persuasive documents.
• Excellent coordination, negotiation, and interpersonal skills; with proven experience in coordinating multiple stakeholders, including government counterparts, technical experts, and international organizations.
• Experience supporting the implementation of donor-funded projects, including planning, monitoring, and reporting.
• Excellent knowledge of Microsoft office applications (MS-Office Word, Excel, and Power Point) and statistical software, data collection, geographic information systems tools and data visualization tools Desirable
• Familiarity with UN or PAHO administrative, financial, and procurement processes; and good knowledge / previous experience of working in Guyana
Remuneration (Band level Range) and expected duration of contract
Band/range: Band B - US$314.00 daily Expected duration: Upon signature of contract until 14 June 2027. This consultancy is expected to entail a fulltime commitment.
